SCRANTON SKETCHES. An Important Decision?Temperance Rally--Hymeneal. Scranton, August 17:?Dr W S Lynch is in receipt of copies of opinions rendered by Attorney General Thomas H Peeples July 15 and 16 last in reference to the amount of toll to be taken for the grinding of wheat, etc. Sections 2387 and 2388 of the Code of Laws of 1912 are elf-explanatory: "2387. No person shall take more to in your letter, which sets out the statute. From this it will be seen f that the toll is to cover the grinding: of the wheat into flour. It seems to me that the bolting process, after the grinding, is something that has to be done in order to make it into flour, and there is no doubt in my mind but what the amount of toll allowed by statute is the maximum amount that can be charged for the cleaning,grinding and bolting of the wheat into flour. Scranton, August I6:?The Scranton W C T U held a "declamation contest" at High Hill Baptist church Sunday afternoon, under the direction of Mrs R B Cannon. The following programme was carried out: Song?No 90. Scripture Reading and Prayer. Declamation, "Star of the Empire"?Tillman Matthews. Declamation, "Reasoning''?David Fountain. Rally Song. Declamation."A World-Wide Outcry"?Isaac Gamble. Song?"Children's Happy Day'" Declamation ? "National Constitutional Prohibition"?Dessie Graham. Song?"Victory." Address?Mrs R B Cannon. Decision of judges and awarding of medal to winner. Closing Prayer. Each of the speakers denounced and arraigned the liquor traffic, giying facts and figures showing its attendant #evils. Mrs Cannon's address was clear and pointed. Especially did she stress the "personal liberty" point of view. The speaker presented and discussed her subject with convincing clearness. The judges of the declamation contest, Messrs C D Baily, R L Lee and I J Ard, decided that Mr Isaac >-i i * j ..I i ..I uaraoie was aue ine nonor us me best speaker in the contest and awarded him the silver medal. This entitles the winner to contest for the gold medal. The decision of the judges met with the warm approval of the audience. Dr H M Graham of Cowards was married at Florence Wednesday of last week to Miss Lucile Jeffords, of that city. Dr Graham is a son of Mr - R H Graham, a prosperous farmer of Scranton, while his bride is the charming daughter of Capt and Mrs E J Jeffords, of the Gate City. IMG. Death of Rev. A. W. Jackson. Rev A W Jackson died at the residence of his son, Mr A W Jackson, Jr.at Tampa, Fla, last week, aged 75 years. He is survived by his wife, four sons and one daughter, the latter being Mrs Eva Carraway of Rome. He served Johnsonville circuit twice and Lake City circuit once. He was a Mason,being a member of Johnsonville lodge. His remains were laid to rest at Rome. "2388. Any person or persons taking more toll than hereinbefore described shall be subject to pay a fine to the amount of ten times the value of the toll so taken, to be recovered in the most summary way before the nearest Magistrate; one-half to the prosecutor and the other half to the person aggrieved." The following letter sets forth clearly the meaning of the statute given: "July 15, 1915. "Mr A E Felder, Pinewood, S C. "Dear Sir: "I am in receipt of yours of the 13th inst in reference to the toll for grinding wheat, in which you ask if the statute includes the grinding of wheat and bolting it into flour.
