Family in Need.
We beg to call the attention of
our readers to our Earle's correspondent's
appeal for help on behalf
, of Mr Joe McCants, of that community.
It seems that Mr McCants
is afflicted with an incurable malady
which has incapacitated him
for work for some months, and he
has a wife and four children de nendent
UDon him. We gather
from the letter of our correspondent
last week that the afflicted
family are in almost destitute circumstances
and unless something
be speedily done for their relief are
likely to suffer for the necessities of
life. ^
It is very seldom that a white
* 4 family of this county is so unfortunate
as to be reduced to such extremities
and we have never known
such an appeal to fall on deaf ears.
The people of Williamsburg, as a
rule, are kind-hearted and generous
and when convinced that the object
is a worthy one (as we assume this
to be, without knowing the family
personally) their synu ithies are
quickly aroused. From the information
we have this familv is in
urgent need and it is evident that
the sooner the appeal be responded
to the more good it will do them.
A letter addressed to Mr Joe McCants,
Trio, S C, will reach them,
or we will forward any cash contributions
sent to this office, acknowledging
receipt of same through The
Record, with the names of the contributors.

The Eitel didn't tell much that
was true to a watchful, waiting public.

Dr Jacobs tells us in "Our
Monthly" that he saw no buzzards
in Europe during the whole time of
his visit beyond the Atlantic. If
there be none there now what a glorious
feast our foul old scavenger
birds are missing daily around the
trenches!
And now "Uncle Sam" has another
German privateer intruding j
upon his hospitality,the "Kronprinz
Wilhelm" having put in at Newport
News for supplies and repairs just
as the country breathed free over <
the interning of the "Eitel". The
captain of the commerce-destroying
vessel claims to have sulk fourteen
merchant ?hips belonging to the Al
lies since August 3, 1914. The U
"Kronprinz Wilhelm" accomplish- *
ed quite a clever feat of strategy when D
it slipped into Newport News right
under the guns of the hostile war- Li
ships, and the captain Ixiasts that
after getting his vessel shipshape,
within ahout three weeks, lie will
show his heels to the eneriiy by getting
out the same way he eluded
them coming in. But this boastful ^
assertion is hardly to be taken sen- j?
ously. We venture the opinion that 4
the "Kronprinz Wilhelm" at the
end of three weeks will meekly take
its place alongside its sister ship,the ti

Section 1. Be it enacted by the S

lawful for any person, firm, corpora- ir
tion or company, to ship, transport G
or convey any intoxicating liquors Si
from a point without this State into sc
this State, or from one point to an- C
other in this State, for the purpose Ji
of delivery, or to deliver the same A
to any person, firm, corporation or M
company within this State, or for S
any person, firm, corporation or g<
company to receive or be in possess- M
ion of any spirituous,vinous,ferment- M
ed or malt liquors or beverages con- 0
taining more than one per cent of vi
alcohol, for his, hers, its or their el
own use or for the use of any other P
person, firm or corporation, except L
as hereinafter provided. E

and receive from any point without T
the State not exceeding one gallon
within any calendar month, for his
or her personal use, of spirituous, K
vinous, fermented or malted liquors jE
or beverages. q
Seetion 3. It shall be unlawful for
any railroad company, express com- **
pany, corporation or other common
carrier to deliver any package containing
intoxicating liquors or bev- g
erages containing more than one per y
cent of alcohol, to any person other
than the consignee and in no case
shall any railroad, express company, n<
corporation or common carrier or Sj
person or agent of such railroad, q
express company, corporation or g]
other common carrier or person be
liable for damages for non-delivery
of such liquor or package until the SD
consignee appears in person at the R
place of business of the common
carrier and signs in person for the ^
package.
Section 4. Any person obtaining ^
any such package under false or &
fraudulent pretext of any kind or Hi
any agent of any common carrier ^
delivering a package contrary to the ^
provisions of this act, shall, upon
conviction thereof, be fined not less "
than one hundred dollars, or more C
than five hundred dollars, or be im- fo
prisoned in the county jail tor not ^
less than thirty days, or more than o
six months, or both in the discretion
of the court.
Section 5. It shall be unlawful for M
any intoxicating liquors or beverages er
to be stored or kept in any place of gj
business or club room or house in M
this State whether for personal use
or otherwise, and the liquor or bev- V
erages herein allowed to be import- so
ed if stored, must be stored in the tr
home or private room of the person pj
or persons so ordering. p.
l Section 6. Nothing in this act
shall prevent the shipment or trans- M
portation of alcoholic liquors or bev- ge
erages to or from any dispensary ri(

Section 7. Any person violating Tr
