After the House had disposed of the compulsory education situation it took up a matter that is of much concern to the Pee Dee section. Mr Charles of Florence introduced a bill which provides that tobacco should be graded in public warehouses. The bill itself looked quite harmless, as it involved the simple question of requiring grading; but it became as soon as it was introduced an issue over which there is divided difference of opinion on the part of the members from the tobacco growing counties of the State, many of the counties being solidly against the proposed bill, while others in the same zone are in~favor of it. DarMngton, for instance, with its three members, is opposed to the bill; so is Clarendon. Sumter shows a divided delegation, as does Dillon and also Williamsburg. Georgetown - ? It will, therefore, be seen that those who are most intimately acquainted with the business take different yiews. This is the understanding before the vote. Parsons, quirement urge that it will force better prices and that it will bring the markets of this State into better standing, because ungraded tobacco * does not command as good prices as when it is graded. On the other hand, those who oppose the legisla tion claim that it will injure the small planter and that the proposed grading: process is in the interest of the large planter and warehouse man. Both sides of the contention are sincere and are simply unable to agree. The measure was discussed freely up to the time of adjournment for dinner, with the understanding that the matter would be taken up later. The tobacco bill introduced by Mr Charles of Florence, was taken up immediately after the discussion of the educational bills. Tee bill provides for the grading of tobacco. Mr McGinnis of Darlington moved to strike out the enacting words of the bill. He thought it;, resulted in a saying to the tobaccoVarmers to sell their tobacco ungraded. He said to grade tobacco would require extra facilities which the tobacco farmers could not afford. He thought it would change at one swoop the tobacco industry in the Pee Dee; for many small farmers on account of the expense would have to go out of the business. He thought South Carolina farmers could well afford to grade their tobacco. Mr Charles displayed tobacco grown in North Carolina and the same grown in South Carolina. He said one plant was as good as another, and the higher price the North Carolina growers received could only be accounted for on the ground that the North Carolina growers graded their tobacco. Mr J J M Graham of Williamsburg favored the passage of the bill; he said the majority of the tobacco farmers wanted this oill passed. He thought much of the opposition to the bil] came from the warehouseman. He said planters nowhere in the country sold their tobacco in the shape South Carolina planters sold it.
