THURSDAY. FEB. 12. 1914. In Charleston just now the race question seems to be the paramount 1 issue. Governor Blease and Mayor Grace shook hands at the banquet given the memt>ers of the Legislature in Charleston last night and declared that their enmity was ended and the dove of peace preened its wings and smiled happily. Pastors* Conference. \ The Pastors' Conference and Missionary Institute of the Methodist church, Kingstree district, was held at the district parsonage last Tuesday and Wednesday. Several of the pastors were prevented from attending on account of sickness, which was very much regretted. Those present were: Revs W 0 Henderson,Andrews; L E Peeler, Cades; G C Gardner, Cordesville; J B Mahaffey, West End, Georgetown; W P Way, Greelyville; W H Perry. Honey Hill; P B Ingraham, Johnsonville; D A Phillips. Kingstree; J W Ariail, Lake City; R E Sharpe, Rome; W T Bedenbaugh, Salters; J B Prosser, Scranton; P A Murray, South Florence; and a few representative laymen. This annual meeting is an informal affair for the consultation and nlanninc of the vear's work and proves to be of great benefit to those who attend. The "district spirit" of unity, brotherly love and co-operation which always prevails is helpful. This meeting is said to have been one of the best of its kind the i district has ever held. Religious Workers Corning. Rev J Andrew Smith, Synodical evangelist of the Presbyterian church for South Carolina, will begin a series of services at the Presbyterian church here Sunday morn ing. Mr Smith will noia regular services twice a day throughout the week, and on Monday night, February 23, Rev Raymond Browning, a noted field evangelist of the Methodist church, will begin a series of evangelistic services to continue through three weeks. It is expected that these services will be held in the new warehouse on Brooks street. With Mr Browning is a special music director, who is expected to arrive here several days in advance of the opening date of the meetings | to organize and train a special choir for the meetings. An Ordinance To Regulate Licenses within the Limits of the Town of Kingstree, S C, for the Year A D, 1914, and to Provide for the Collection of the Same. Be it ordained by the Mayor and Al- ! dermen of the Town of Kingstree, S C, | in Council assembled and by the author-) ity of the same: Section I. That every person, firm or j : corporation engaged in or intended to ! engage in any trade, business, occupa' tion or profession hereinafter menioned, within the limits of the Town of Kingstree, S C, shall, on or before the i first day of March, A D, 1914, obtain ^ license therefor in the manner herein-'4.? ?: alter prcscuucu. Section II. That every person, firm I or corporation commencing or engaging | ! in business after the first day of March, ' A I), 1914, shall in like manner obtain a license therefor before entering upon such trade, business, occupation or profession within the limits of the said : 1 Town of Kingstree, S C. Section HI. That every person, firm or corporation required by this ordiI nance to obtain a license to carry on or I engage in any trade, business, occupa- ! | tion or profession, for which a license ; therefor is hereby required,shall, at the time of applying for such license, make a statement and file the same with the ; Clerk and Treasurer of said Town, set- j ting forth: (1) his, her or its name and style, and in case of a firm, the names of the several members constituting such firm; (2) the trade, business, occupation ( or pruitrssjuu iui ninwu a ntcusc io ?cquired, and (3) the place where such trade, business, occupation or profession is to be conducted or carried on. Section IV. That the Clerk and Treasurer of said Town shall thereupon issue to such applicant the proper license as required and provided for in this ordinance, the amount of said license having first been paid on or before the day named in the first section hereof when such application is made for a license for a trade, business, occupation or profession established, carried on and engaged in at the time of such application. Provided, that nothing herein contained shall in ;iny manner affect any other requirements of the law elsewhere enacted in regard to any trade, business, occupation or profession. Section V. That if any person, firm or corporation shall carry on, or engage in,or conduct any trade, business, occupation or profession for which a license is required by this ordinance without first obtaining and taking out a license therefor, as is hereby required, the said person, firm or corporation shall be liaui at._ i ?A 1 Die lor Lilt- uttruse requucru,auu in auui- i tion thereto shall be subject for each j offence to a penalty of fifteen per cent (15%) of the amount of such license, which license and penalty shall be recovered as hereinafter provided; and if any person.firm or corporation shall refuse and neglect to make out or deliver to the said Clerk and Treasurer, on or before the first day of March, A D.1914, the statement as hereinbefore required, the said Clerk and Treasurer shall proceed to ascertain as nearly as possible the trade, business, occupation or profession of such person, firm or corporation, and upon tne information thus acquired, he is hereby empowered to issue the license hereby required to such person,firm or corporation, having first collected the amount of the license hereby required, together with the penalty of fifteen per cent (15%) of the amount of said license as hereby provided. Section VI. That, if the said license tax and penalty shall not be paid within fifteen (15) days after the Clerk's ascertainment provided hereinbefore for, the said Clerk and Treasurer shall issue ( his proper execution to the said Town Po uceman ior me conecuon 01 me same, and the said Town Policeman shall thereupon and thereunder proceed to collect the said license tax and penalty by distress and sale,or by levy and sale, in the same manner as is now provided by law for the collection of taxes, together with ten per cent (10%) of the whole amount for which said execution may be issued. Provided, that in lieu of the remedy hereby given, suit may be brought in the name of the Town of Kingstree, S C, in anv Court of competent jurisdiction for the recovery of said license tax and the penalty thereon. Provided, further, that the remedies {>rovided for in this section for the colection of the said license taxes shall' not in anywise interfere with, affect or restrict any other provision or provisions of this ordinance or any other ordinance or ordinances of said Town of Kingstree, S C, providing for and regulating a punishment of offenders against I this ordinance on account of the nonj payment of the license taxes hereinafter named and provided for and hereby required. Section VII. If any person, firm or corporation shall engage in, exercise or carry on any trade,business, occupation or profession for the exercising, engaging in, carrying on or doing of which a license therefor is required by this ordinance, without first taking out such license as in that behalf is hereby required, such person, firm or corporation shall for each and every offense be subject to a fine of not more than One Hundred Dollars (8100.00), or imprisonment of not more than thirty (30) days, 1 or both, in the discretion of the Mayor, ( before whom the case shall be tried, 1 and each day such trade, business, occupation or profession shall be carried 1 on or conducted without the license 1 therefor,and the payment or the license . aa nfAvirlarl fnr choll Kd Hoom a(\ UtU Ubl VIII pi VdUVVI XVIt Ol 1U1 I l/V UWIIIVVI | and taken to be a separate and distinct offense. Provided, the Council in its judgment may extend the time for the payment of said license tax, and provided further that no fractional part of a license be granted; but no conviction under this section shall be held to entitle any such person, firm or corporation to thereafter exercise, conduct carry on or engage in such trade, business, occu- i pation or profession without first pay- i ing the license tax herein required for j such trade, business, occupation or pro- . fession. j1 Section VIII. That each and every j' license that may be applied for and is- i sued by and under the terms of this or-;i dinance shall be taken and considered |1 as living been applied for and issued | under the express condition that should J such license be revoked or cancelled, or 1 should the trade,business, occupation or i profession for the conducting and carrying on of which such license may i ity paramount to the Town Council of I Kingstree, S C, then and in such case\ the said Town of Kingstree, S C. shall I not be liable to the said licensee, and ! those claiming under him or them, for ! any damages arising from such revocation or other interferences with such trade, business, occupation or profession, or the license therefor that may be granted by and under the provisions of this ordinance Section IX, That all licenses granted under this ordinance shall continue in force and effect until ihe 31st day of December, A D, 1914; that the ? lerk and Treasurer shall prepare a proper form to be issued in such cases, and that all applications for licenses of all kinds shall be made to the said Clerk and Treasurer Section X. That the charge ana lee 1 for a license for any trade, business, occupation or profession not hereinafter named and enumerated, shall be determined on by the Council at any regular meeting, or any special meeting called for that purpose. Section XI. That a foot tax of Two Dollars ($2.00) be and the same is hereby, assessed against, to be collected from,each male inhabitant and resident of the Town of Kingstree, S (', subject and liable under the Road Law to street duty in Jieu of doing or performing work j on the streets of said town. Section XII. Burial of the hatchet and official j smoking of the .pipe of peace between Governor Cole L Blease and Mayor John P Grace marked the dinner served at the Commercial Club shortly after 6 o'clock last i evening, where the four hundred: members of the Legislature an d l heads of State departments who had ) been the guests of the city of Char-; leston throughout the entire day were gathered, together with some two hundred interested Charleston residents. All the available seats were taken, evflh members of the various committees sacrificing their seats for the benefit of the visitors, and scores stood around ;' the walls of the big banquet hall and crowded the hallway outside the door, eager to catch some of j the speaking, if nothing else. In common with the preceding! performances of the day, everything went off well at the dinner last night, 1 and it w$s noticed that nearly as many ladies were present at the tables as men, the wives of Aldermen and city officials joining with the visiting ladies in increasing the feminine percentage. Loud cheers greeted the Mayor, who presided over the dinner, when he rose and rapped for silence. Governor Blease occupied the seat next to the Mayor, and appeared to be in a state of agitation during the remarks of the former. "On behalf of the City of Charleston I welcome you," began Mayor Grace. "We are honored tonight by the presence of the Chief Executive and representatives of the two j law-making tranches. Some people I cannot understand, in the light of public events of the recent and more or less remote past, how the Mayor can find it in his heart to invite the Governor of South Carolina and to welcome him into our midst." Mayor Grace stated that, in spite of all their differences, he believed, barring certain fundamental differences, their general ideas were tending in the same direction.
