IN THE FLOODED DISTRICT.

Described by Eye Witness.
The following letter was received
by Mr W F Tolley, of The Record.
Saturday last from his brother, Mr
P A Tolley, who has been a resident
of Dayton, Ohio, the past 23 years:
Dayton, Ohio, April 7, 1913.
My Dear Brother:?
Your favor^of the 3rd just received
today. Needless to say we were
quite glad to hear from you and still
gladder to be alive so as to receive
your letter. Have had many letters
nd tplecrams within the last few
days from our friends and relatives
scattered over the land asking concerning
our lives. We have really
not answered more than half of them,
as we have been in too much trouble
to think of the living and prosperous
ones; however,we feel that you and,
in fact, each of the immediate family,should
at least have a line from us.

only say that it was too horrible to
describe. We were fortunate enough
to live just high enough to miss the
flood, although we moved out of our
home for the night, going about one
mile to the highest hill in the county.
By morning the water receded about
two feet without getting even to our
door, though I should say that the
water covered about three-fifths of
the city, varying in depth from 6 to
as much as 251 feet. Our store on
Main street was all washed away, at
that point the water being about 16
feet deep and a current equal to Niagra
Falls. Every plate glass in the
city was broken. Every store in the
city was flooded except some of the
small groceries on the extreme outer
edge. About the only personal loss
I had was my favorite driving horse
which was drowned in the business
section with about 1,500 others. The
man who owns our store room lost
105 horses, being the largest livery
man in the city and located on East
Fourth street. The city's loss in
property is estimated to be about

There are now about one hundred
thousand people being fed by the relief
stations. I am personally connected
with one relief station that
feeds about 7,000 people daily. The
city is under strict martial law with
about 3,500 soldiers on duty. There
is no way of describing the conditions
here now; no press reports could ever
exaggerate this calamity. However,
they have over estimated the
death loss. We are now assured by
the authorities that the death list
will not exceed 4UU, out it is the j
general belief that many were

The banks opened today for the;'
first time and are making a stagger:
to rescue business. We are getting
horses and wagons from Chicago and J
the soldiers are pressing men and
women to get the debris cleared off
the street.
We were entirely cut off from {
heat, light and water for a period of 1
six days, but we are now getting s
some little light and water, but no ?
heat. We have had considerable
trouble getting coal enough to cook 1
for the hungry people who are being ,
fed by the relief stations. * * *

several weeks ago, when he left for
Charleston, where he made an attempt
to end his life by taking chloride
