y EXECUTIVE CLEMENCY. Sam Gasklns, ot This County,Paroled by Governor Blease. The Governor Friday commuted to life imprisonment in the State penitentiary the sentence of death which had been passed on Stake Morris, a negro of Greenville. Mori is was convicted of murder at Greenville in January and sentenced to be electrocuted on March 28. Sam Gaskins, convicted of manslaughter in Williamsburg county in February, 1911,and sentenced to two years in the State penitentiary, was Friday paroled by the Govern >1* "n the condition of g?>od behavior and upon the further condition that if he hereafter be convicted of carrying concealed weapons he shall be recommitted to serve the remainder of this sentence. J A Howell of Marlboro,convicted there in March, 1918, of assault and battery of a high and aggravated nature and sentenced to sixty days in jail or on the chaingang.was paroled. The sentence of nine months' imprisonment,or a fine of $200,imposed on Harrison Woods of Oconee in No vember,1912,for violation of the dispensary law was commuted to nine months' imprisonment or a fine of $100 Friday by the Governor. The Governor has appointed the following as rural policemen for Florence county: W E Langston, H V Lee, A H Haines, J C H Zehe,V G Ward, S'J Cole, G Harold Jordan. FtRE AT SCRANTON Destroyed Two Stores Early Sunday Morning. Scranton, March 25: ? Sunday mnrninc about 2 o'clock fire wasdis covered in the house owned by Isaac Bardin of Columbia and occupied by R Mac Cooper,and the building and contents were completely destroyed. It is understood that the stock of merchandise belonging to Mr Mac Cooper was covered by insurance, also that the building was in part covered. The fire spread rapidly apd Mr Mac Cooper's ice house and Cotton seed house, only a few feet distant,caught and were also destroyed. The drug store and stock of drugs of Chas H Pate, only ten or fifteer feet away.next caught and were alsc completely destroyed. It is stated that this building and stock were fully covered by insurance. The cause of the fire is not knowr and when discovered its headwaj was so great that the bucket brigade could accomplish nothing. It is understood that both parties will al once commence the erection of new buildings on lots recently purchased from the estate of I V Bardin. The dwelling of Miss Lilly Graham waf threatened several times, but the heroic fight of the bucket brigade prevented its being burned. The writer doesn't own an automobile. but if he did, he would say the same thing?namely, that it is P"rfectly plain that no other vehicle tears up the surface of improved roads so badly or ruins them so quickly. For this reason there ought to be a special tax on automobiles, graduated in proportion to their value, this tax to be used solely in the maintenance of roads. This is a thing to which our Legislatures everywhere ought to give attention. England levies a special tax on automobiles on the ground that they are owned by the wealthy, and therefore offer a means of equalizing the taxation of rich and poor; for it is well known that in tariff taxes and certain other forms of taxation, the poor are much more heavily burdened than the rich. It may or may not be wise to levy a general tax on American automobiles for ihe same , reasons, but certainly the automobile owners themselves ought to be will. ing to pay a special rate for the keepup of the roads for two reasons: (1) The pleasure of automobile-owning depends largely upon having and i keeping good roads, and (2) automo, biles, as we have pointed out, are | more destructive to roads than an> . other class of vehicle. We are sorry to see farmers ir , many places opposing bond issues r for the improvement of roads; bul . it is certainly true that along with . the issue of bonds, a special tax or - automobiles should be levied?a tax r to help keep up the roads after the [ bonds build them. There should be no class feeling ir 5 this matter. The farmers need bet . ter roads and the townspeople need , better roads. They ought to work together to get them; and if such a tax as we nave ineuuuiieu wcie it:vieu farmers in almost every case would . be more ready to pay thdif share of ! the taxes, ? The Progressive Farmer* In the United States court at Florence last week a jury returned a ver1 diet against James Norton, editor of ; the Mullins Messenger, in the sum of $4,000 for libel as charged by P S Cooper, the plaintiff. The suit for libel grew out of editorial criticism of Mr Cooper as a member of the school board of Mullins by Editor Norton. The damages asked for were $60,000.
