Please call attention to that part
ef new road law where the money
can be spent anywhere in its township,
so as to provide for spending
balance on hand from roads that
have been built (except a proper
maintenance) upon helping to build
the next road and so on. Under the
old law this could not be done.
Also note the scale of fees and
values paying same price for same
work to all. and not forcing the Engineer
to let out so many little jobs
at the other fellow's price.
Gentlemen, this looks to me like
business judgment protecting us citizens
in a business like way and I
appeal to you for a hearty co-operation
to let me show you better than
I can tell, since now I am better prepared
to do so by eighteen months'
experience in this office, and nearly
a whole twenty-five years as a constructionist.

Patching roads will never build
them between this and the great
judgment. The plan I am pursuing
will get there soon if you will cooperate.
Remember keeping something
to make roads with is the
first requisite.
After having expended the sum of
$18,342.40 during the fiscal year
1911-12 up to July 1,1912 .there was
a balance on hand for the building
of roads and bridges of $7,325.05 to
which may be added the one mill
tax not yet collected, approximately

Section 12. That the Road Engineer,
for the purpose of letting by contract,
shall divide the roads of the county into

respect to said public highways, roads,

same time other taxes are paid, an annual
commutation or road tax of two

Section 15. That upon the completion <
of a contract, let under section 13. in i
every detail, the said Road Engineer j
shall receive the same and issue his i
certificate to the County Commissioner. <

tract as aforesaid and the amount due i
thereupon, and after the same shall <
have been approved, the County Com- i
missioner shall issue his warrant for <
the payment thereof upon the County : <
Treasurer, and shall charge to the <
"road and bridge account."
Section 16. That should said Road (
Engineer receive any bridge.or section, , i
or group of sections of road or roads, <
let out by contract, unless the same j
shall have been completed according to
the plans and specifications thereof in 1
every particular and detail, shall be j
subject to indictment for a misdemean- i
or. and. upon conviction, shall be punish- s
ed by a fine or imprisonment, or both, j
in the discretion of the Court. <
Section 17. That all accounts against!
the road and bridge fund shall be certi- j
tied by the Road Engineer; and said en- s
gineer shall not let contracts or make !
purchases at any time in excess of the , <
amount belonging to the "road and |
bridge account."
Section 18. That any person, firm or
corporation to wh -m a contract is
awarded, as provided in section 13 of ]
this act, who shall fail to furnish bond,
as required in section 14, within ten '
days after the letting of said contract, i
shall be declared an incompetent bid- j
der bv the Auditing Board, and the j
Road Engineer shall again advertise for
bids, as provided for in section 13.

each year, an itemized scale of fees
and values by which he shall be governed
in employing labor and purchasing
materia! for building and repairing
roads and bridges of smaller or minor
importance, or when, in the judgment
jf the Auditing Board, conditions do not
warrant the letting of work under contract.

shall keep, or cause to be kept, an
itemized statement of the costs of all
work performed, as provided for in section
19 of this act, and shall file a certiied
copy of same with Auditing Board

Section 21. That it shall be lawful for
the Road Engineer to accept from individuals,
firms or corporations gifts in
moneys, materials or labor: Provided,
such is given or donated unconditionally
and for the sole purpose of supplementing
public funds when said public
funds are insufficient to complete or
provide necessary or desired repairs or
mprovements of any section or sections.

Section 22. That the Road Engineer

same are hereby, repealed.

effect immediately upon its approval by
