[ Dispatches from Augusta last] week made brief reference to tes- j tiniony in the nature of affidavits that Thomas R Felder desired to introduce regarding the personal conduct of Cole I. Please, <<.,10], i';irolinu. dur to it. There should l>e some limit to the public mortification that can be inflicted upon a commonwealth. If a majority of the people of South Carolina, with his public record laid before them, and with remembrance of his de^ meanor as Governor fresh in their minds, are willing to reelect J flense r-something we do not believt? the majority will have him "sans" everything. So do not inflict upon the more sensitive element the sort of campaign that the unveiling of private character almost invariably produces. The campaign is already dirty enough, Heaven knows. Poor South Carolina! ? The State. REGULATIONS FOR HOTELS. jn Published by the South Carolina Board ol Health. The following excerpts from an >a act passed by the General Assembly *a of South Carolina, vesting power in the Executive Committee of the pi State Board of Health to make and 53 promulgate rules governing the sanitary condition of hotels, restau- ,n rants, cafes, boarding and lodging houses are given for the information pi of and enforcement by those most concerned, and upon the request of Dr James A Havne, secretary State tfoara 01 neann: "It shall be unlawful for any per- a[ son, persons, firms or corporations %I to empty, or cause to be emptied,; { the slops or offals of their respective sa establishments in the jtreets. "Every person who shall be the sl owner, lessee, or keeper or manager a of any tenement house, boarding ^ house, lodging house, or manufac- * tory, shall provide, or cause to be 111 provided, for the accommodation thereof, and for the use of the tenants, lodgers, boarders, and j Til workers thereat, adequate privies or water closets, and the same shall be so adequately ventilated, and shall ac at all times be kept in such cleanly i and wholesome condition as not to ca be offensive, or be dangerous or c^. detrimental to life or health. And ! no offensive smell or gases, from or through any outlet or sewer, or through any such privy or water yc closet, shall be allowed by any per-! ?j son aforesaid to pass into such fr house or any part thereof, or into th any other house or building. or "All hotels shall hereafter provide st ar each bed, bunk, cot or other sleep- ^ ing place for the use of guests with se pillow slips, under and top sheets, so the under sheet to be of sufficient th size to completely cover the mattress a' thereof, the top sheet to be of at ^ least equal width and to be at least fa ninety-six inches long, and folded j an back at the head so as to cover all, ul such top covering. Said pillow slips' *e fi t and sheets must be made of white cotton or linen, and all such pillow. slips and sheets after being used by ce one guest must be washed and iron- N< ed before being used by another ^e(^ guest, a clean set being furnished each succeeding guest. "In all cities, towns or villages) where a system of water works and -pc sewerage is maintained for public use. every hotel therein shall, within six months after the passage of this f0 act. be equipped with suitable ha water closets for the accommoda- so tion of its guests, which water w| closet shall be connected by proper ^ toilet rooms and pantries. "Every hotel, lodging or board-j Vl/lCUIVl \?I vv*v?? V , ing a visit to Atlanta. The investigating committee very proper- j ly refused to hear the evidence and the newspaper correspondents avoided indicating its nature. It is now published in Atlanta and the report is in circulation in this State that Felder declares his purpose to have Blease indicted in the city of Atlanta, using the material contained in those affidavits as the basis for such action. The State wishes to remind the press and the people of South Carolina, if such reminder be not quite superfluous, that the issue between the opponents of Blease in South Carolina and the Gov ernor is founded solely upon the official acts of Cole L Blease as State Senator and Governor and does not rest at any point upon his private acts or allegations affecting private character. We do not know and we do not care to hear details of the Atlanta charges against the Governor of South Carolina. That case, if brought, will l?e Fulton county and the State of Georgia against Cole L Blease; the people of South Carolina are not parties plumbing with such sewerage sys- re tern, and there shall be some means to of flushing said water closet with th the water of said system in such ^ manner as to prevent sewer gas iej from arising therefrom. I ki; "In all towns and villages not: having a system of waterworks, every hotel not provided with waterworks and wash rooms as in pre-! ceding section provided shall have properly constructed privies as ap- jc proved by the State Board of Health, f0 the same to be kept in sanitary con- st: ditions at all times. dc "No owner or lessee of any building, or any part thereof, shall lease (jj or let, or hire out the same or any n portion thereof, to be occupied by tii any person, or allow the same to be J occupied, as a place in which, or for ^ any one, to dwell or lodge, except aji when said buildings or such parts mi thereof are sufficiently lighted, ven- bj tilated, provided and accommodated, and are in all respects in that condition of cleanliness and wholesomeness, for which they or either of! be them require any such premises to j m be kept. j Rt "The walls and ceilings through- j w; out any tenement or lodging house dii shall be thoroughly whitewashed or painted, papered or kalsomined as a required by the Board of Health, and not less than once in each year. "No hotel, lodging or boarding house, restaurant, shall be maintained in the State of South Carolina that has not a properly screened dining room, kitchen, bed rooms, af ~ ~ I g house and restaurant in South irolina shall keep its kitchen and mtry in a sanitary condition and if id hotel, etc., shall be found in urnitary condition, it shall be closed j : State Hoard of Health or its operly accredited officer until un-1 nitarv conditions are remedied. "All hotels, boarding houses, lodg-1 g houses, restaurants in South j irolina that are not in towns shall ovide pure drinking water and iall submit samples to the State aard of Health chemist, quarterly, ir analysis.
