EXPENSE AND HARDSHIP
* Imposed on People by School
Book Change, Says Sivearingen.
The last issue of the Clinton
w Chronicle says:
k We print elsewhere in this issue a

ft * Swearinsren.State Superintendent of
^ education, to Mr L H Cromer of
x Clinton in which Mr Swearinj?en. in
answer to his friend, Mr Cromer,
i *
writes plainly but briefly his views
upon the policies instituted by the
State Board of education, which, he
declares, "will impose expense and

x Both Mr Swearingen and Mr Cromer
are blind men?stone blind?
and have been so for practically their
whole lives. Vet the two gentlemen
are men of culture, the former having
been for a term of four years a
\ pupilof the latter while Mr Cromer
was principal of the Cedar Springs
^ Institute for the blind.
Mr Swearingen's letter will be
it ' read with abiding interest.
f \ , Letter to Mr Cromer. _
Columbia, S C. July 5, 1911.
' Mr L H Ciomer,
lie Clinton. S C.
Dear Mr Cromer:?Accept my appreciative
thanks for your letter of
Julv 1. The policies instituted by the
State Board of education will impose
expense and hardship upon the peo
pie. The enforcement of these poli?**
? cies into the schools will cause great
annoyance to teachers, pupils and
* ' county Superintendents of education.
I made my protest to the hoard, and
4* though I was over-ruled I have stated
the facts plainly and unequivocally
k fl'
to the tax-payers of South Carolina.
I have made no charge of venality
or corruption against any man. be,
? cause positive proof of venality or
corruption can seldom be adduced in
these instances. The American Hook
company will be the beneficiary of
these revolutionary changes. Two
_ years ago this company was driven
out of Texas as a self-confessed
H , trust. A fine of $15,000 with cost
* was imposed on the . company, and
I the corporation has been forbidden
to re-enter the State.
v v * In my opinion Southern books
* should be used only when they are
the best books on the market, and I
fully agree with your thoughtful estimate
of some of sach publications.
jfe With sincere appreciation, I am,
C . Yours respectfully,
J E SWEARINGEN.

to ancient tribal customs in an attempt
to obtain a rainfall.
One of their customs, which has
been widely followed in the last
week, is'to f take mud turtles on the
edge of a stream just far enough
away from the water that they cannot
reach it.* It is the Indians' belief
m that the turtles, despairing of their
attempts to reach the water, invoke
the aid of the "Great Spirit" to send
tain,so that the stream will be raised
and brought to them.
Since the turtles were nrst staxea
out several rains have fallen. The
Indians believe that their prayers
are being answered and they are
fastening up more .turtles to prgy
for a still greater rainfall.
