recent session of the General Assem- j
bly and which is now in force in t
this State:
An Act to Require Marriage Licen- r
and Regulate Their Issuance. a
Section 1. Be it enacted by the i
General Assembly of the State of s
South Carolina, That from and after t
I the first day of July,-1911, it shall
' be unlawful for any persons to con- s
tract matrimony within this State v
without first procuring a license as (
is hereinafter provided; and it shall J c
f likewise be unlawful for anyone, fc
whomsoever, to perform the mar- f
riage ceremony for such persons p
without such persons first delivering t
to the party performing said mar- o
riage ceremony a license as is here- s
inafter provided, duly authorizing (J

Any officer or person performing i;
the marriage ceremony without the S
I production of such license shall, on a
ft conviction thereof, be punished by i:

($25) dollars, or imprisonment (
not more than thirty days nor less c

the Judge of Probate shall issue a
license for the marriage of any per- a

one ($1.00) dollar therefor, and a

Sec 4. It shall be the duty of the
party performing the marriage cere- '
mony to take the marriage license
and fill out certificate of marriage
and within fifteen days turn the
same over to the Judge of Probate
who issued it,and it shall be the duty

tion, to the effect that the persons
seeking to contract matrimony are
legally capacitated to marry, together
with the full names of the *
persons,their ages and places of res- s
idence. Of the fee of one ($1.00) '
dollar the Judge of Probate shall re- J
tain twenty-five cents as his compensation:

such license shall be issued when the r

woman or woman-child is under the *
age of fourteen or the man or male c
is under the age of eighteen: Provided,
further, That when either 1
party to the proposed marriage a

mother, or any relative or guardian, ^
the Probate Judge shall not issue a ^
license for such marriage until the c
consent of such relative or guardian r
in writing shall first be delivered to *
him. Provided, That such license '

^ Beaufort, Colleton, Darlington, a
Georgetown, Horry, Oconee and *
Sumter by the Clerks of Court.

Jospel or accepted Jewish rabbis and

The warrant charges that at Newberry,
on or about the fifth day of
)ctober, 1905, "one Thomas B Felder
lid offer to bribe H H Evans, a
nember of the board of directors of

did then and there conspire
