30:?A message or a proclamation
"lest we forget." seems to be the
rule rather than the exception with
Governor Blease. That he is a real
j proposition is row a matter of fact,
i and those who once doubted that he
i woule ever become Governor of the
! State are now interested in what he
j is doing or what he will do next.
' It is evident that Governor Blease
J listens to few friendly advisers. His
! acts seem to be of His own free will
| and accord,
The General Assembly, so far, has
received his messages with apparent
indifference: yet it would be wrong i
' to suppose that this body of men
; are not thoughtful and determined
;al?>ng certain lines. It is barely I
i possible that the tables might turn
1 and His Excellency, who now dej
lights in sending messages,may him;
self receive a few. There is more j
j or less merit in most of his recom
! mendations, but administering the
affairs which he has seen fit to take
up in such rough-shod style, following
almost immediately upon his
inaugural address (which of itself
was most unusual) will hardly attract
the attention or support of a
strong and conservative citizenship
which in time the Governor will not
only desire, but need to co-operate
with him.
The most constructive legislation
yet offered at this session is the
! new proposed school law. Should
I this bill be enacted without ma|
terial change educational conditions
| should improve a hundred-fold or
more. The law is considered good
' in all respects as it is, but the writj
er hopes that before its final passage
j a more liberal provision will be al!
lowed the small rural communities

i A decided sentiment is in favor of
j lessening Clemson's income, but
! hardly sufficiently strong to enact
i any bill yet introduced looking to
! that end.
The noted merger suit was ordered
stopped by the Senate on Thursday
and it is probable that this bill
will find friends sufficient in the
House to make it a law.
Another bill of interest to our
county has been sent to the House,
that requiring new counties and
territory desiring to be annexed to
othei counties to pay all expenses for
such experiments. Representative
Chandler has introduced a similar
i
bill which has reached third reading
on the House calendar and will
doubtless become law.
The coming week has in store the j
election of an Associate Justice, the |
; appointment of a committee to investigate
the doings of the winding
(up dispensary commission, which
has been asked for by the Governor.
I The "Freshmen" delegation from
Williamsburg are becoming better
.acquainted and are doing better
work as they grow older. Epps.

On Thursday January 19, at the:
home of the bride's parents, Mr and !
Mrs R E Burgess,near Bethel church,
Mr Roland D Mills, one of the
directors of the People's
Mercantile Co, was united in the
holy bonds of matrimony to Miss
Emma Burgess, the marriage ceremony
being performed by Rev W A
Fairy, pastor of Kingstree Methodist
church. The popularity of the bride
and groom was well demonstrated
by the numerous handsome presents
received and the large attendance of
guests from Williamsburg, Florence
and Clarendon counties.
At the appointed hour, 4 p. m.,
the bridal party entered the beautifully
decorated room, the bride attended
by Miss Fannie Epps and the
groom by his best man,Mr J L Rich-1
ardson of Lake City. After Rev Mr!
Fairy had performed the beautiful'
ceremony, uniting this popular cou-1
pie for life in the holy bonds of mat- j
rimony, many warm and hearty con- i
gratulations were bestowed upon the
happy couple.
Then the wedding feast! Bethel:
neighborhood has long been distin-1
guished for its hospitality and the!
bountifulness of its boards.but sure-!
ly Bethel excelled itself on this occa-!
sion,for the table fairly groaned with j
the best and most palatable spread of
which the writer has ever had the j
pleasure of partaking, and this fact;
was well evinced by the demonstrations
fcfeveryone who was so fortunate
as t\ be present on this happy occasion.
There was an unusually large j
attendanceat this hospitable home, I
and among the visitorsfrom a distance

home among her numerous friends;
and admirers.
Would that the writer were gifted j
and could write a description of the i
beautiful gowns worn by the fair j

of the Town of Kingstree, S C,
in l ouncil assembled and by the au

Section 1. That a tax levy of Eighty
Cents ($0,80) <>n every One Hundred
Dollars ($100.00) of the assessed value
of all real and personal property within
the limits of the Town of Kingstree,
S C, (not exempt by law) be and the
same is hereby levied to meet and defray
the current expenses oi'said Town.
Section 2. That the tax herein provided
for shall be made on tile assessment
and valuation placed upon said
property for the purposes of County
and State taxes.
Section 3. That the tax hereby levied
shall be due and payable on and after
the first day of February,A D 1911, and
that a penalty of one per cent (1%) for
the month of March, 1911. and a penalty
of two per cent (2%) for the month
of April, 1911, shall he added to said
taxes for each day for which said taxehave
not been paid after the tirst day of
March, A 1) 1911.
Section 4. That execution,as provided
by law, shall issue for the collection of
all taxes herein provided for. together
wi'h such penalties as may be imposed
hereunder as;hereinbefore provided for,
when <aid taxes shall not have l>een
paid within three months from the first
day of February, A I) 1911.

collected from each male inhabitant
