To The Public:?Some time ago I authorized the announcement that I would bi a candidate for Congress. I believed then, and still believe, that a change should be made. Flattered by friends holding like views, who thought they saw in me sortie qualifications for the position, I and moved by an impulse, not un common to South Carolinians, commonly called ambition, I made the announcement without as full conQC tn ooctc nnH pons#1 91UCiaV/lUU ao vv vv^vw v>..? | quences as I have since given the matter. I believe I have a fair chance to win, but no certainty. I see this aspect of the matter as I saw it from the first. But certain | * it is I am shirking no public duty ?did it appear in that light I would not count the costs or consequences. Nor do I question the loyalty of my friends, some of whom have stood by me even in my errors. I have but little money?none to waste; I have a fair business,yielding a moderate but comfortable income; I have many responsibilities. To go into this campaign will mean necessary neglect of both; to continue in poli- ( tics may be the ruination of the; former and consequent failure to; discharge the latter. Other reasons move me: I could not ask that an- j other be displaced only to make room for me, and would therefore 1 be compelled to give reasons why I think the incumbent should be supplanted. I have reasons plenty to i move me, but know not how others may view them. My motive may be questioned?probably will be by some?but my friends will believe me.
