MORE ABOUT MATTER OF ANNEXATION. SCRANTON CLAIMS NOT TO BE GETTING SQUARE DEAL--THE GOVERNOR'S PROMISE. Editor County Record:? We have read the numerous articles from time to time that have appeared in our papers in connection with the matter of the proposed annexation of a portion of Williamsburg to Florence county, and being one of the number thpt first agitated the move?prompted by our belief that our actions would meet the en tire approval of all the voters in the /^proposed territory, and being moreover in possession of all the facts? V..- we therefore feel it our duty to give to the voters in the territory the true facts of ths matter, regardless of what ihe Lake City delegates say or would have you believe. We all agree that the idea of voting the ? first proposed territory to Florence * - county, making the lake the line, is , * by no means an idea of recent origin, but antedates the formation of the so-called "Rutledge county". The citizens of this community had begun to prepare their petitions v when the matter of creating Rutledge was forced upon us and we were compelled to bow in humble submission and give up all hopes of ever becoming a part of Florence county. Our ever thoughtful friends of to-day were sure of success, but as yet they are a part of old Williamsburg county; their move being a complete failure?they lost out. Now, we, the citizens of Scranton and community, have again decided to become a part of Florence county and make the lake the line between Williamsburg and Florence counties, which we as. ee and law-abiding citizens of our community thought we ? had a r ght to do. Acting upon our suggestions and plans, we prepared our petitions about Wednesday, May 11,and at once circulated them, asking that the area north of Lynch's lake be cut off from Williamsburg and joined to Florence county. The petitions w< re signed by all the voters to whom they were I presented in the territory except two or three men. On the following ! Friday evening Messrs John Morris fc*d H P Baldwin came over to . Scranton to Dr Lynch's office and said: "We hear you are making a Mu^taove to be annexed to Florence bounty and the Lake City folks are wnrv nn fmotfor vcijr XXi UU1 n v/i at\i up vu uiv muvwi , and are desirous of coming in also." Dr Lynch, with the kindest feeling and the most considerate manner, stated to them that we had canvassed our territory and that our peti- j tions were signed and ready to be' presented to the Governor for his! consideration, and that we did not I care to be delayed in the matter, and further suggested to them that if they wished to be annexed to Florence,to get up a petition in their territory and present the same to ^fche people and have the election ordered That we had no objection to their coming, but did not care to be delayed in the matter. On the following day, Saturday, ? 1 about 1pm, Dr Williams, Messrs pi Bass, Truluck, Singletary and Askins came in a body to Dr Lynch's office and stated to him that they wished to come along with the people of 'Scran ton and Dr Williams suggested that we change our boundaries in ; our petition and take them in the L ^petitions. At this time the petitions t, ^were already signed and in a great Jpk^ many instances signed with the understanding that Lake City would v * not be taken in (and I think the matter of holding ott tne pennons I until they could prepare theirs was mentioned by some of the gentlemen). At this point Dr Lynch stated to the gentlemen that he was but one and under no circumstances could he make any changes. He wys then asked who were the leaders in the movement and he gladly gave the information. They then stated that they wished to hold a conference with us and asked Dr JL#nh what hour would suit us ^giBt and he replied: "I suppose' about 7 or 8 this evening," and in a short while they departed. Because we have decided on a nati ural boundary,the lake. It appears j to us that it would be giving Flor! ence county too much territory. The citizens of Lake City would next be asking for a dispensary, ana j the more serious objection is, they would next want an election ordered for Rutledge county again. And then again,they have not gone at the matter in the right way and we feel that we are not getting a fair and impartial deal. During the afternoon Mr Black' well came to Dr Dr Lynch's office | ! and suggested to him and Mr R B Cannon that we hold off our petition until they could prepare theirs and come in with us. To this Cannon | and Lynch did not agree and stated ! to Mr Blackwell that we had fully ' decided on the matter and would at once proceed with our petition, further asking Mr Blackwell to so inform the delegation that was over at an earlier hour and he said he would do so. If Mr Blackwell did so it caused five times that many to come, and as previously stated, we had considered the matter and no one gave them a hearing, yet we are branded as discourteous leaders. We ask, are we bound to grant every X J O \\T~ 1 requesi maue upon us: **c nave iefused to grant the request of the Lake City folks, and now they are trying to force us into a submission. They say they came over with the kindest feeling in the world for us and that courtesy was the feeling that prompted them to come. We assure you all we appreciate these remarks, but one of your many disciples has stated that Dr Williams the same evening he was to meet us had a conversation with the Governor and stated to him that our petition was coming in for consideration and that he was going to get up j one for additional territory and re-1 quested the Governor to hold the' Sc -an ton petition off until his came. We are also told by Mr J C Carro'uou tt'viam xxtc* kotto fkd kiorvioct YV c*J % XVI n I1V/U1 T| V. 1U?TV VliV iit^xvwv I regard, that when a Mr Rodgers came to him with the second petition he refused it and that Mr Rodgers stated to Mr Carroway that Dr Williams said if it interfered with the first petition in any way that he would withdraw his petition. If this statement had not been made he would not have signed the petition. And we are informed that the same statement was made to several to get their signatures. As has been stated, they seem to have various methods to get signatures, wrhich reminds us of an old gentleman who had a son and when that son grew to manhood and started out to battle with this world of ours, the father said to him: "Go now,my son,and make your support and make it honestly." Just as the young man started off the old gentleman called him back and said: "Go,my son,and make your support any way you can." With some varitions I think the illustration can be | appropriately applied to my worthy ! friends,they bqing instructed to "go and get signatures to their petitions and get them any way they could." It is now being circulated that when the the election ordered for the second petition to vote in the entire territory is held, should the proposition be defeated,the Scranton j petition will not be considered. For | the benefit of any who might be misled, we herewith submit a copy of Gov Ansel's letter, which explains itself: Columbia, S C, May 31, 1910. Dr W S Lynch, Scranton, S C. Dear Sir: Your letter of the 30th instant with reference to the petition which you filed on the 18th of May, asking for an election for a certain portion of Williamsburg county to be annexed to Florence county, is to hand, and in reply will say that on the next day, the 19th, another petition was filed, asking for an additional portion of Williamsburg county, which includes Lake City, , to be annexed to Florence county. This j subsequent petition takes in all the ter-1 | ritory for which your petition asks and also another portion of Williamsburg county and the last petition is signed by a great many of the people in the territory embraced within your petition. ' V i The Attorney General has reported that ! both petitions are in form as provided j by the constitution and my present ! opinion is that I will first take up the ! petition filed on the 19th and if all of . the territory therein set out is not ' voted into Florence county, then another election can be held in the territory embraced within your petition. * * Yours very truly, M F Ansel, Governor. Now, in conclusion, is it possible that courtesy was the feel in a; that prompted the Lake City delegation ! to come to Scranton? Is it possible that they came with ( "a pure motive and sincere in their remarks"? As yet we fail to agree with them. The God of heaven and earth has pronounced His everlast, ing curse upon every unjust law, although it may appear at the time I that good will come from it. Have we become so submissive and u de^gone so much imposition that K le promoters of our annexation. .jw allow a few scheming politicians come to us and say just where we shall live? May the sun cease to shine on South Carolina shores when our hearts remain cold and untouched by the name of America's heroes, and give no sign of repugnance and shame when the rights for which our patriotic forefathers fought are to be taken from us.
