"In the matter of the appeal in
the Rutledge county case, the
lawyers have succeeded in inducing
the Lake City money
bags to open up and an appeal
from the State board of canvassers
will be taken to the
supreme court- A writ has
been issued and will be argued
on the 6th. Not having heard
anything of this case since the
State board dismissed it, we
assumed our friends had reached
the conclusion to submit to
the will of the people as expressed
at the ballot box, and not
take advantage of technicalities

in vogue since the Democratic
party came into power. But it
seems we are mistaken; the advocates
would carry their point
even if to do so our entire
election machinery is involved,
and, too, in the face of the
Congressional contests now pendU*

I votes for them to speculate on
I their holdings in the prospective
county seat. But in our opinion
I they are wasting their time. Even

Policeman's Testimony.

J N l'atersou, night policeman of
Nashua, Iowa, writes: '-Last winter

carbon in the oilice, which had
been ordered from Columbia for
use on an automobile. This
article was only about one foot
long and about rive inches in
diameter. The explosion was
so great that it completely
wrecked the express office and
also the adjoining buildings on
either side. The express agent
and his help had finished their
work and had closed up only a
few minutes before. Next south
of the express office was the
green grocery of Watkins
Brothers. Mr A L Watkins and
Mr A G Whitaker were rescued
by Mr J H Clark from the wreck,
badly hurt. The extent of their
injuries is not known, but it is
feared they are seriously hurt.
Immediately after the explosion
fire broke out, and while the
firemen made heroic offorts to
subdue the flames, they spread
so rapidly that at least $25,000
worth of property was destroyed
by the fire.
Sidelights oo the Census.
Congress has appropriated ten million
dollars for the thirteenth census
and may be asked lor four million
more. Not counting latter,
but including the ten milli >, Congress
has expended over lil seven
milliou iu census-taking to d beginning
with the first census in i?90.
Director Durand hopes to save a
million dollars or more on the thirteenth
census as compared with its
predece.-sors, taking into account the
larger scope and size of the impending
inquiry.
Congress requires the director to
obtain information relative to popu
tion. agricultuie, manufacture!!,'
mines and quarries. It restricts the
inquiries under each head, but gave
Director Duraud authority to determine
the form and sub-division of
inquiries necessary.
The census of population is taken
with reference to the conditions existing
on April 15, 1910.
The census of population has reference
to the calendar year 1909, soi
far as farm operations are concerned,
and to April 15, 1910, as to farm
equipment,or rather, inventory. The
schedule will !>e carried by fortv-tive
thousand of the sixty-live thousand
enumerators,and these will be chosen
from among the progressive farmers
and crop reporters.
The census of manufactures,mines
and quarries covers the calendar year
1909 only, and the eighteen hundred
special agents will begin January 1.

had some sort of statistical education
