county of Kutledge. Some of these
have been provokingly amusing; others,
perhaps,h little at variance with
the spirit that animates the move*
ment. That this phase of tne new
county question may be seen in its
true light is the purpose of this
letter.
It has been patent for some time
past to all thinking people of Wil^
liamsburg that the time was now at
hand when Williamsburg, like many
other couuties of the State, had arrived
at the place in her history
where naturil conditions indicated
that she should be cut for the formI
ation of a r.e* county; cut within
herself or from without.
Lake City, one of the leading
towns of the county and one of the
most progressive in eastern South
Carolina, does not propose to sit idly
by and allow her birthright to be
taken by another.
We have claims, we have merit and
we have things that belong to us by
right of inheritance; and,Mr Editor,
you will hnd that the citizeuship of
the new county of Rutledge are ashing
only for a square deal; only for
the rights that legally belong to
them,and guaranteed to them by the
State of South Carolina.
When we first awoke to the fact
that we should have to protect our
own interest it was upon seeing the
surveyors of a new county project
passiog along our town boundary
and dipping deep down into the very
beet territory of old Williamsburg*
T'lis was the handwriting on the
wall. We awoke! This is a sufficient
cause for the whole movement.
mr Yet the assertion has been made
that this whole movement was gotten
up by had speculators and persons
seeking selfish ends; but we know
these assertions to be false; false in
conception, in promulgation and in
the object to be obtained.
That our movement is a clean,
worthy and justifiable one has been
amply proven by the unanimous
findings of the commission appointed
by the Governor, and the stamp of
approval by the Governor himself.
We have also observed from time
to time that you have held out a
hope tc the people of lower Wil

Williamsburg and upper Georgetown
counties, and put this forward as a
possible reason for voting against
Rutledge. That if Kutledge fails,
these friends will have au opportunu
} ty to try for a new county, we ad|
nut, if the requirements could be
met; but unless taxable values could
be doubled how could they even indulge
a hope?
Gnftiting that these requirements
could be met where would the court
house be located? Everything indicates
now that Rosemary would sefc^eure
the county seat; that is beyond
question. How would this suit people
eight auu ten miles below Lake
City and Kingatree? Where would
I the slightest benefit come in for
??em? The greater portion of lower
tledge has its natural outlet

New England States.

"Prohibit the liquor traffic and
crime will cease'' is the war-cry of
prohibition. The question has become
pertinent: Has the number of
convictions for crime decreased in
States which have been under prohibition?
Maine, New Hampshire and Vermont
were under prohibitory laws
longer than any other States, and
continuously, and in them may be
expected the fullest fruition of that
policy. Referring to the United
States census reports, the number of
convicts in each of these States from
1850 to 1890 is found as follows:

We gave facts and figures last
week showing that after fifty years of
prohibition there were in Maine
more than/o?/r times as many criminals
for every million of population
as there were in the same State before
it had prohibition.
In 1850 New Hampshire, under
license, had in her penal institutions
33 convicts, or 104 to every million
of population. This State also adopted
prohibition shortly after 1850,
and the number of convicts increased
steadily to 193 in 1860, 267 in 1870,
269 in 1880 and 321 in 1890, the
number of convicts per million of
population in the latter year being
853. There were, therefore, in New
Hampshire, after forty years of prohibition,
eiqht times as many criminals,
per million of population, as
there were under license.
Vermont was under license in
1850. She had in that year 105 convicts,
or 334 tor every million population.
She adopted prohibition betweeu
1850 and 1800. In the latter
year the number of her criminals
had grown to 189, and this number
increased to 193 in 1870, to 258 in
1880, and 200 in 1890, or to 602 for
eyery million of population.
In Vermont, therefore, the number
of criminals per million of population,
after forty years of prohibition,
was double the number under
license.
The steady increase in crime from
decade to decade under prohibition
as shown by these figures is most remarkable.
Does prohibition prohibit?
