ELECTION ORDERED
FOR RUTLEDGE COUNTY.
TO BE HELD ON AUGUST 17, SAME DAY
AS ELECTION ON DISPENS
ARY QUESTION.
Governor Ansel yesterday ordered
an election for Rutledge county, the
same to be held August 17. The petition
for this election was signed,
according to the requirements, by
more than one-third ot tne quanneu
electors in those portions of "Williamsburg,
Clarendon and Florence
t+j,' counties proposed to be Cut off to
form a new county. This petition,
embraciug the territory set forth in
detail therein, was presented to Governor
Ansel and it was asked that a
* vote be allowed on the establishment j
of the proposed new county. '
Later on an amendment was allowed
eliminating from the proposed
county that portion of Florence
county which was set out in the petition
and adding a small portion of
Williamsburg county. The lines are
given in the Governor's proclamation,
issued to-day, and it is stated
that the boundaries of the new
county, the number of inhabitants,
the tax property,as shown by the last
tax returns, and that the lines do
not. eoine within eight miles of any
court house, all come up to the requirements
of the law. The territory
embraces 409.94 square miles, and
there are left in Clarendon more
than five hundred square miles and
in Williamsburg more than five hundred,
so that the law is observed in
this respect.
The election is to take place August
17, aud the voters are to vote
"yes" if they wish the new county,
and "no" if they are against the
' same. The commissioners are to make,
all arrangements for the election.
The name for the proposed county is
to be submitted at the: same time.?

HARPERS HAPPENINGS.
A Prohibition Picnic?Projecled R F D
Routes?Other Local News.
Harpers, July 12:?I am informed
that there will be a picnic at this
place on July 13 for the purpose of
getting the people out to hear addresses
on prohibition. The AntiSaloon
league is making a desperate
fight, but how and what will be the
outcome 1 will not venture to pre.
aicc.
Our sister town, Rosemary, is now
asking Harpers to reduce her town
territory and give Kosemaiy room to
become a town. It seems, however,
that Harpers would rather grow
than to diminish. We sincerely
hope to see Rosemary become a
thriving city, but the little town of
Harpers has nothing to offer or to
spare to aid her upbuilding.
Petitions are out for an RFD route
from Harpers up the Gapway public
road to Bland's bridge, thence
across Black river to the place of
the late D N Kellahau, and down
the Black river road to Potato ferry,
crossing Black river again, and back
to Harpers on the county line road,
distance of 24 to 30 miles.
No. 2 proposed route goes out from
Harpers south on the county liueroad
six miles to a point known as the
Daniel Avant place, then going
west to Oak Ridge church, a distance
of four miles to the Earl's
public road, north for seven miles,
then east on the Gapway road for
six miles back to the starting point,
a total distance of twenty.three
miles. The granting of either or
both of these routes will add materially
to the upbuilding of this
community.
Our little town has had another
enterprising business opened here,
that of W J Parker, who has
opened an up-to-date stove and
household furniture business. We
wish Mr Parker much success in his
business and a pleasant stay among
i us. We have openings here for
j many more good people,

ELLERBE AND JOHNSON III
Condition of Two Carolina Congressmen

Washington, July 12:?Considerable

PEOPLE IN THE COUNTRY RESENT BEING
FOOLED AND MAY VOTE TO CHANGE
COUNTY SEAT.
At Four Holes Saturday we
heard during the day that the vote
for bonding Calhoun county, if it
were ever ordered, might result in a
decided surprise.
One gentleman in speaking to us
said emphatically that when the 'A
campaign was on for the establishment
of Calhoun county, St Matj
thewa had virtually promised to -'
build the coufthonse and jail, without
cost to the county. "It is
true." said he, that "they pledged
! themselves to give $20,000, but
I they always made it appear that
that sum would be ample and that
the country people would not be
calUd upon to pay one cent in taxes
or in any other way for the publie
'1 buildinge. It now develops that
i $20,000 will not build the court
house and iail, ami if it comes to a
I question of voting on the bonding
I of county the people may resent the
face that they were fooled and may :E
vote to change the county seat to
i Cameron."
I: "The only way out of it for Sts
Matthews," concluded this gentle,
mar1 as he mopped his brow under
[ the tall pines of Ed Rickenb^pker's
j grove, "is not only to cough up
. that $20,000 she promised, but also
} put up whatever additional amount
> that may be necessary to construct
I both the jail and the courthouse."
"I am going over to dinner ' '<$
