Manning, March 30:?Having oc-! c&sion to visit the ''city down by the! sounding sea,'' circumstances required my stopping en route at Kingstree, the county-seat of Williamsburg county, and knowing full well The Record has for all points irrespective of geographical location, the earnest wish for the upbuilding of any portion of our fair State, this writer, who hails from the bauner connty of South Carolina,Clarendon, still in doty bound must tell the truth regarding one of the most progressive towns in the State, Kingstree, an original English settlement, as its came will indicate. Seven years ago the writer visited this town and the less said the better. Now, what does he see and learn? And now, as briefly as possible, he will give a slight resume of the town, the people, otc. The first thing that attracted bis attention was the splendid commodious brick depot of the Atlantic Coast Line. The Eeliahan hotel is splendidly equipped, well managed and perfectly constructed. It receives and de. serves the patronage of the public. The court house is about 75 or SO years old, but is a magnificent structure and requires only kalsomiuing to make it a very attractive public < building. Kingstree enjoys four churches: Methodist, Rev W A Fairy, pastor: Baptist, Rev W E Hurt, pastor; j Episcopal, missionary service; Pres-j byterian, Rev E E Ervni,pastor. All! the churches have large attendance. Black river is spanned by a steel, bridge. The town has 24 blocks of concrete pavement. The streets are level, clayed with sand, and are perfectly dry after a heavy rain in ten minutes. A very commodious opera house graces the town The Thomas,Louis Stackley and Philip H Stoll managers. Local telephone service connecting all over this and adjoining counties, Kingstree Telephone company, B E Clarkson manager; Western Union Telegraph company, MiBs Mabel Lifrage operator. A Civic league that accomplishes things; a look around the court house grounds will indicate that. Mrs Leroy Lee aud others in charge. This is the home of the young but aggressive Solicitor, the Hon Philip II Stoll. A splendidly conducted couuty paper, The County Recokd, C W Wolfe, Esq, editor, adds materially to the growth and development of the town. It is certainly a splendid newspaper. Among the handsome residences I may mention those of Messrs J A Kelly, Louis Jacobs, Hugh McC'atchea and Mrs T A Blakeiey. Elegantly equipped drug stores are a feature of this town?M L Allen. D C Scott, Gamble & Jacobs, W V Brockington and Wallace & Kelley. The municipal government is under the care of Hon L W Gilland, mayor, and Mr J u tjiuanu, ciers and treasurer. The legai end is renresented by Messrs Gilland & Gil. land,Lee & Askins, Kelley & Hinds, E L Hirsch. Health is looked after by the following physicians: Drs D C Scott, W V Biockington, W G Gamble, E T Kelley, W L Wallace, C D Jacobs. The railroad depot is under the able management of Mr C W Boswell. Kingstree has an aggressive board of trade; Eugene Montgomery, president; A C Hinds, secretary. Chief of Police Anderson informed your correspondent that Kingstree is an orderly and peace-loving town.* Messrs Watts & Watts have a superb establishment iu which they display a splendid line of diamondss watches and are jewelers of repute. Cotton buyers: Messrs Hugh McCutchen, representing Alexander Sprunt & Sons, Wilmington, N C, aud J C Kinder, Inman & Co, Atlanta, Ga. The future (and yery near) holds out sewerage and electric lights. Kingstree can well be proud of the progress she has made in seven years and in conclusion, 'ike a benefificent fairy, Mr R H Kellahan, a captain of industry, has opened his coffers and the golden flood of hi hard-earned gold has made the Kmgstree of today possible. May other towns in the seacoast counties take Kingstree as a guiding star.?I M L in The Columbia Record. New York: Mr Frederick Hastings, noted American baritone on tour with Dresden Philharmonic Orchestra, and l)r Franklin Lawson, lyric teuor. There will be other attractions during the festival week, as follows: Automobile race3 April 21; Festival ball, April 22; Students' ait exhibit, College for Women, April 22-23; Baseball. Preparations for the Music Festival are now going on and are progressing well. It is the aim of those in charge to make Festival week a notable occasion. M A KINGSTI THE FISH LAW A Mucb Vexed Question Text of the Lav Applying to this County. - It has been brought to our attention that the answer we gave last week, as comiug from Senator Bass, to the inquiry of onr Mouzon corre- j 8poudent with reference to the close time for fishing was not entirely correct, inasmuch as one section of the law makes the prohibited interval to extend from sunset Thursday until sunrise Monday, while another section, the one cited by the game warden, provides a close time from Saturday, 10 o'clock p m, to sunrise T mo/low mnwninrr Thnc if flPPTTtfl ' JL 4 IVOMMJ iUVlUIU^t 4UHV) * wv , we have under the present law two \ close periods,which, added together, t form a continuous prohibited inter- j val of from sunset Thir 1ay until s Tuesday after sunrise-As il appear from the above, the law, as it stands, | is badly muddled, a piece of patchwork, and even lawyers find it difficult to construe. In justice to Mr Bass we wish to say that he looked into the law only casually, as we were in his office only a few minutes, and when he found the first section referring to a "close time", it was ' only natural to suppose that this covered the inquiry of our correspon- j aent. i As a matter of information to the i public we give below all the law we ' can find on the subject of fishing, as 1 it applies to Williamsburg county. We may add in this connection that the Audubon society bills introduced by Senator Bass were left on the calendar and therefore no change was made in the fish law at the last session of the General Assembly. Section 517. At no time during the year shall there be any permanent obstructions of any kiudor nature whatever in any of the inlaud creeks, streams or waters of the State to the free migration of fish; nor shall any seine, net or any plan or device for the stoppage 01 collecting of fish which obstructs auy portion of any creek, stream or inland waters of the State be set or used in auy manner whatever in any such creek, stream or inland water within three miles of the ocean, nor [within one mile of the mouth of Waccamaw, Great Pee Dee aud Bull j Creek River, and not below a line I from where Mosqnito Creek empties into Winvah Bay, across said bay in | an easterly direction to the opposite j shore of said bay; and tnere snau De I a close time in all the creeks, streams and inland waters of the State, from the setting of the son each Thursday until the rising of the sun on each Monday, daring which time all seines, nets or any plan or device for the stoppage or collecting of fish which obstructs any portion of any creek, stream or inland waters, other than a dam for manufacturing purposes, shall be removed from said creeks, streams or inland water; and any person or persons using any such seine, net, plan or device in vi. olation of the provision of this Sectiou shall be deemed guilty of a misdemeanor, and upon couvictiou thereof before any court of competent jurisdiction shall be fined in the sum of two hundred dollars, one-half of which shall go to the in I former aud the other halt to tne courts in which the case shall be tried,or be imprisoned for a period of not less than three nor more than six months, or both, in the discretion of the court trying the ca3e. Nothing herein contained shall apply to fishing with dip nets used by hand. Section 524. It shall not be lawful for any person in the Counties of Horry, Marion, Darlington, Clarendon, Chesterfield, Georgetown, Marlboro, Williamsburg, Florence and Richland to fish with nets or gigs, or set traps, or shoot fish with any kind of gun in any of the fresh waters, rivers, creeks, iakes or other streams in said counties between the ;= ? v. . 9S9S9XS96969S9 in q a1 KING AM>|>fi:d hit.
