"Sec. 2. That wholesale druggists may lawfully sell iu wholesale quantities to retail druggists and to e!- public or charitable hospitals or to medical or pharmaceutical colleges and in no other way, pure alcohol ^ for medical purposes ouly, or grain alcohol to be used by chemists or 'acteriologists actually eugaged in scientific work and for such purnoses only, and such wholesale drugu gists shall'at the end of each month L in which any such sales have been J made, tile with the clerk of the court of the county in which they do business, a statement in writing 1 under oath, givinng the name of the j purchaser, the price paid, the date ; of dale and the quantity and character of the alcohol sold.
