Never since he became a member of I th? upper branch of the National Legislature has Senator Tillman acquit ted himself more admirably and creditably than he did today in t his speech ou the Brownsville tragedy. Encompassed by a living wall of humanity ou the floor of the ' - -I U..,. ~KilA Arorhiiflil in senate ciiamoei, mnnr v>?v... the galleries were packed eager and interested Americans of both sides and colors, for more than two hours the South Carolinian held his audience spellbound by his eloquence and oratory. He never appeared to better advantage and, departing from his usual custom of extemporaneous speaking, he had fortified himself with carefully prepared and studied manuscript. However, he did not confine himself to the typewritten text which was spread out before him on his desk, but used it merely to refresh his memory on salient features. It was a memorable scene aud a remarkable speecn, uenvereu in convincing and impressive niauner, and at times, when picturing occurrences with which he had become familiar through personal experiences, the voice of the speaker became tiemulous with emotiou and pathetic with portrayal. Nobody cared to leave the chamber or gallery while Senator Tillman was speaking, aud it is doubtful whether any address in the Senate since the cloae of the civil war has been listened to more attentively and by a more appreciative assemblage than that which hung upon every word of the Senate from South Carolina today. He was accorded the floor after a long effort between Senators Black* " ? ' - L!.L L burn sou r oraner, m which eacu vied with the other expressing their mutual consideration and esteem, and the former took occasion, as Mr Foraker expressed it, to deliver "his valedictory to the Senate." This was brought about by the presentation of the substitute resolution by the Ohio Senator, in which reference to President Roosevelt's action was to be eliminated, and a committee of inquiry authorized to * * r* ; 11 _ ^ r gets the tacts in tne orownsvuie uifair last August. Senator Tillman at the outset alluded to the mingling of the Kentucky and Ohio Seuators with a quotation from the Scriptures: "How pleasant it is for brethren to dwell together in harmony," and theu proceeded to unlimber his artillery. Throughout his entire speech he maintained that he was uot an advocate of disorder or lawlessness save in punishment for offences against "the glorious trinity, womanhood, wifehood and motherhood." Lie drew a graphic picture of the Reconstruction period and declared the act of South Carolina in throwing off the yoke of the oppressor in 1876 was a fitting celebration of the one hundredth anniversary of the Declaiation of Independence. It marked the triumph of civilization over barbarism, and there had been no occasion for a repetition during the thirty years that have elapsed since the regime of the carpet-bagger iu the South. Furthermore, he asserted, that the people of thi > Southland were bettei fitted to mauage and protect the negro, tc whom they were accustomed, than j fanatics elsewhere, who would n-?t 1 take the pains or trouble to acquaint il.AmAAl.iAA nrllk t 1.A anvtiinnmanf A! I In his concluding remarks he j portrayed the South with the carcass of slavery chained to the living man praying to be released from a lingering death. As he sank into his chair there was an outburst of enthusiasm, which Vice President , Fairbanks promptly quelled, and quoted the familiar rule of the Senate about clearing the galleries in case of any disorder. There was 110 reference to the occupants of the lloor, however, aud the'threat of the presiding officer was efficacious in preventing any further demonstration. Representative Patterson, of South Carolina, was the first to congratulate Senator Tillman, an example which was quickly followed by Congressmen irrespective of party 1 affiliations.--Xrtcs if- Courier. \ Dr Jas Woodrow Dead.
