WOI.KE, 1 Kingstree, S C. ] THURSDAY, OCT. 5. 1905 ! o The Profit Feature. j. The esteemed Weekly Mail pro j fesses dislike to bringing the prolit j' feature into play to re-euforce its dis- a pensary argument. Doubtless that o is meant as a rhetorisul figure, since the Mail proceeds forthwith to pre- j, sent the "money side" in the most f( artful and appealing way, finally ? figuring out an additional tax of four mills, if the dispensaries be ^ voted out. If the Mail be sincere this conscientious fulfilment of an cj unpleasant duty is worthy of the p highest admiration. e, We quote from the Mail as fol- ^ lows: c] Williamsburg county last year got ^ from the State dispensary $5059.10; from the Kingstree dispensary ?* $3631.33; from the Lake City dis- g( pensary $2881.48; aud from the , Scranton dispensary $665.78, mak- a ing a total of $12237,69'. Of this te amount-$5059.10 went to the school ? fund and $7178.59 to the ordinary county fund. Now if the dispen- 8i narv ia voted out. the county (not fr the towns) will lose $12237.69. This means that an additional tax levy of or 3} mills, and the man who lives di forty miles from town will have to tr pay it jost the same as any other man. It will cost the country peo- th pie 31 mills to vote out the dispen- at wiry with the additional I mill penalty making 4 mills." The Mail fails to take into ac- 83 count the increased value of taxable e^ i property and the revenue derived from the license on seed cotton. The - latter already amounts to nearly m $3,000 which is equivalent to about tr one mill revenue #on the basi6 of m present valuation. Again, next year cc we can safely ccunt ou npproximate- 1 * Jy $500,000 additional property being placed on the tax books, which means $2,000 increase in revenue and is equivalent to i mill levy. So, ^ that leaves 2} mills inerease, accord- pj ing to our friend's estimate. But 0 this includes the $5059.10 obtained ^ p?, ' T_ i from the State dispensary, which tl supplements the school fund aud the penalty tax ?under the Brice law. Take away these and we have left h less than one mill, which will be g about the actual increase in taxes when the dispensaries are voted out. The money received from the State dispensary rnns the schools only about two weeks longer, and the State superintendent of education in his Report for 1903, expresses the opinion that this fund is of questionable benefit, inasmuch as it re Have 1 WE HAVE THEM ANL fiLv -K - . "? v ilts in the multiplying of small! ihools instead of consolidation, and ; it* patrons depending too much on j lis fund, eeast- to exert themselves j > supplement the regular puidic I Hid. The half-iuill penalh tax referred ) by the Mail is levied only for the urpose of enforcing prohibition,' hen, in the Governor's opinion the eople in any county are not exerttg themselves as they should to eep down blind tigers. It has ever been collected in any county tul if the dispensaiyites * will eo-I perate villi us enforcing prohibiion, we need not be disturbed over he half mill penalty tax. Again we quote from the Mail: "Now what about the town profits?: vingstree last year got S3U31.33; -ake City got $:>881.48: and Soranon got $605.7K In fact Jjthe, total rotits that wetu to these towns wasj nly $0178.59?just half of what, he county got. The county is thereon' getting the lion's share of the rofits and the man who votes gainst the dispensary to spite the ow ns is not only showing his ig^nce but is voting an additional 1?^' f 4 mills on his propeifv." The Mail seems to be a trifle off in \ ts addition. The three towns reerred to get $7,178.59, instead of 6,178 59, as our friend has it. The question of relative profits of )wn aud county has leally no bearlg upon tins discussion save to exite the prejudice of thecouutry peole and we deprecate the Mail s ref euce to the matter, but since it has ?en lugged in we want the matter early stated. The Mail says that ie C3unty is getting the lion's share : the dispensary money. So it is# ?tiing all in fact; for the towns are 1 in the county. But, as our conmporary ie well aware, the town *)ple and the country people both ;are equally in the mo'iey received ! om the State dispensary and the ie-ha!f of the profits of the county , spensary that goes into the county easury. Then, in addition to this, ie towns of Kingstree, Lake Cityid Scranton get, among the three, ie other half of the county dispellry profits, which last year amount1 to $7,178.59. The Mail claims about $18,000 a ar to the county and says that this oney stays at home. This may be ue, but what abdut the $75,000 or ? wAAn ' An t r\ lliA ore u year iuut gws uut \jl ujci >unty to bring in this $18;000? \ oes such an exchange pay from a | asiness standpoint? There are some new instruct ors in the faculty for this term both in the college and the fitting school, and we expect to receive all attention needed (perhaps more than we wish for, some times). The Y. M. C. A. is going to give a big reception on Friday Sept 22, to both old and new students. Refreshments are to be served and everybody is expected and, I expect, will be there. The Fitting School has a large increase over last year, some thing that we are all glad to see and hope that it will continue Their new building is not completed yet and they are a little crowded, but room will be made for all. Some of the boys both in College and Fitting School were attacked with cases of homesickness, but most of them have recovered, those who did not returned home (to the hospital), but I hope the cases will not prove fatal.
