ON THE DISPENSARY.
THE BEST REMEDY HE SAYS IS TO GIV1

To the Editor of The State:
After reading the reports of tin
dispensary investigating committee
from day to day, 1 am beginning At
think that my position on the dis
pensury will be sustained by the peo
pie. As it is publicly known, I hav<
always been opposed to the dispell
sarv law. I was a member of tilt
^ legislature when the law was enact
ed and 1 opposed it a id gave as my
reasons the very things that the ininvestigating
committee have brought
out in the testimony, that there was
room for fraud and that the liquoi
machine would at some time haw
too much influence over the govern
ment. Can anybody point to a single
act that has been passed in the
legislature since the dispensary law
wits passed that was very strongly
opposed by the dispensary official
with the exception possibly of the
Hrice bill, and that was not passed
without a rider that the dispensary ites
thought would prevent the law
from being tried. They thought a
little oue-half mill tax would scare
the voters off, but it seems the voters
are not so much afraid of the increase
of taxes, for every couutv that

^ has had a chance to vote on the
question has decided against the dispensary
regardless of the half-mill
tax. I have believed all the time
that the system was rotten, and have
said so publicly, ^aud it seems the
committee investigating it is prov
ing it to the world.
Now as to the remedy that will
cuie the sick man. Senator Tillman
says kick out the present board,
put in a new one. That has been
done two or three times and this
committee that is kicking up so
much uust is finding that there were
some things rctten way back in the
g.tod old tunes. The senator says

too, and the time has not been so
long but that a few of us remember
that his excellency,the governor, was
accuseti of taking rebates. Mr Editor,
vou are old enough to remember
that far back, I am sure. Now
it seeuis that none of these so-called
* cure-alls is the proper remedy, so
now what are the dispensaryites to
do?

I am not surprised at the results
of this investigation, but there is
one thing that is following these

J understand.
Who employs these
lawyers'to follow these county elections
slid ask for injunctions to prevent
the will of the |>eople from beiug
carried out? Does the dispensary
pay them out of its profits? I am
very well acquainted with one of
these "injunction lawyers" and 1 am
persuaded to believe that he is getting
pay for his work. So who pays
the bill?
There has been another objection
to the county elections. Senator
Tillman says to wait and see a hat
the legislature will do with it next
winter. There will be the same set
^ of men there next winter that was
there last winter and what did they
do? Then again, the senator says if
the legislature don't make the tiling

candidate and a prohibition candidate.
Now, everybody knows that
is not a lest of any measure, because
the p-'isuiality of the candidates
wi l i' i.iie iii for a big vote regardless
of the issue. Seuator Tillman
also says that we ought not to
have an election under the Brice law
because the law was undemocratic,
that all eitizeus vr re uot allowed to
vote. Are uot all qualified citizens
allowed to vote, and who made the
oualiticat ous so restrictive: did not

the senator have a hand in the mat^
fcer? And theu again, did all the
(jualitied citizens of Anderson county
have a chauce to vote on the establishment
of a disftenaary in this
_ oouuty? Has Anderson county not
always supported the prohibition
! candidate and yet we have u dispensary
put ou this county. Now
if the Brice law is undemocratic
what about the dispensary Jaw?
^ About the ouly remedy that I
know for the thing is to give the
people a chance at it. We have given
everybody else a chance but the peo*
pie, snppose we try them. I believe

people have a right to give it out

Dear Sir; A painter complained
that our cans are too full; unhandy;
spill.
It's a way we have; 'tis handier
not to be full; but we have a weakness
for full-measure. Our gallon
contains eight pints; the usual
"gallon" is seven.
We'll think it over again; but we
like a full can. How touch* short
would you like a barrel? Seven gallons
would be the proportion.
Short-measure suggests that the
shortage is probably not in the
cheapest ingredient.
Guess we'll stick to four quarts to
a gallou, aud fifty gallons a barrel.
