Nearly a score of colleges for j, * _1_ 1 i ootn sexes are now actively engageu in the work of equipping young men / and young women for more effective. ffc- Mroffr iu life. Moat of our small towns have flourishing graded or f- i high schools; and a few eujuy the privileges of a pubhc library. But the great majority of our children cannot go to college, and, even if they conld, it is questionable whether such traiumg would prove beueGcial 1 to many of them. Iu the same man- 1 tier the work of the town schools ' must of necessity be somewhat limited in its scope. Hence the problem that confronts us is how to increase the efficiency of our rural schools so ma to irive to the conntrv neoDle the ' ?- ? 0 ^ . A A best educational advantages. The < proper solution of this question is i fraught with nuich for the future of ] South Carolina; for in all the years ] to cone, as in all those that have i passed, will the welfare of our State 1 be inseparably bound up with that ] of the people who cultivate her soil. 1 Ereryone will readily concede that i as they are now ran the vast majority < of the country schools are very inefficient. The causes of this condition of affairs are not hard to find. Short terms and poor teachers are two of , the greatest curses that blight our i common school system today; but ' thesearenottheouly evils with which ? they are afflicted. Neighborhood 1 quarrels and bickerings, together , with the lack of co-operation, are > most potent factors in undermining j the usefulness of the country schools. < A little more unselfishness would ( probably allow the union of two or < more petty schools, thus giving i longer terms and permitting the em- ' ployment of better teachers; or, if the public fnnds were limited, a cooperation of the patrons might result i in an extension of the term. In fact, j a large part of the efforts of the State < to increase the effectiveness of the * i country schools will be vrasted unless there is a hearty co-operation on the ' part of the psople; and ;o nrge such ' co-operation is the purpose of this article. Realizing the importance of stim- i ulating good reading as a means of j cnitnre and education, and feeling at * the same time the need of library fa- t cilities in the free schools, the legis- f :iature, at its last session, passed an \ act providing the means whereby a ' number of small libraries, not ex- .' ceeding twelve in each county, could ? be established in a like number of ? country schools in every count}' of 4 the State. The terms of the act are j1 in brief, that whenever the patrons !1 or frieuds of a school have raised ten dollars for the library, the State, through the State and county boards of education, will furnish twenty dollars more, thus making thirty dol' lars. This amount will be expended c by the local board of trustees for c books which are to be selected from ^ a list adopted by the State board.
