To His Honor, Charles G. Dantzitr,
Presiding Judge, October term,;
IVYe, "Hto Gruu d Jury, beg to sub-j
jnit this our final presentment:
^ We have acted upon J1 bills j
handed us by the Solicitor, six in!
number, ami have returned true
billf in each case:
I?' The special committee. of the
Grand Jury appointed to make ex[
araJnation of the county offices have
' completed their work and submit
with this I., special leport:
JYe are glad to report that the
lew jail is neaiing completion and
will soon, be ready to receive the
b - prisoners i f the county:
$ . The chaiagang has done good
work during the year and the camp
WmT, ih in good condition. The prisoners
enjoy good health and are well cared
H>. for. The number of prisoners 011
^Kr, the gang is small and since the
;'c*- .county undergoes the expense of
^H& maintaining a gang, we recommend
Ht that the County Supervisor take the
. necessary steps to hire convicts from
Hr other counties as is provided in secHjr
L tions 776 and 777 of the Code. Du..
ing the year two convicts have es1capod
from the gang and we recHBjfv
Cemmend that closer vigilance be
maintained over the prisoners. A
^Bjjf house, some weeks ago, while used
HK hy the gang was destroyed by tire.
' This house was the property of Mr
M: C M Hinds and we recommend that
K?v he be paid $f>0 for the loss sustained.
H"' The public loads of the county, we
are glad to report, are in splendidHit
condition, and we note with pleasure
H&k that we have no complaints before us
Hjf oq account of bad roads. The tele fj
.-phone lines which parallel the pubWjmf
lie highways are down in a number
Ha of places across the road, however,
\ hnd render travel along these routes
H?-f >v dangerous. We call special attention
H> of the Supervisor to th'S matter and
urge that the owners of these tele X
phone lines be compelled to keep the
- highways clear of wire:
An examination of the Supervisor's
HrV books reveds thy fact that $2500
Bffe if being paid annually to paupers.
We think these expenditures extrava A
gaol and would suggest that some
steps be tateu to reduce this expense.
B|^M^^^?eare reliably informed that quite!
j^BHBHRnumbcr of those who are claiming
H^BHHBunty from the county can live
RH^^^without it, and we recommend that
R>" this matter be given special attention
HfV and that only those who are in abB*"v
solute need of alms be placed on the
^Bm<: pauper list.
HRk We call special att ention of our
^^^Efl^kounty officials to the fact that the
^^m^^Huuty is being canvassed by hawkers I
|HHd peddlers, who are doiug business
Bj^^H^^Bitheht license, and recommend that
Hj^^^BHffort he made to enforce this law:
Some of the Magistrates have been
^^fl^HHierelict in their duty aud lax in the
business of their office. We present!
^?. Magistrates H P Baldwin, W W
Hr Grayson, E 0 Limmer and W B Mc
' Cants for failure to submit their

The comity treasmer and supervisor
have not yet completed their
annual rep rt for 1903 and the same
has never been filed with the clerk
We regret very much to report
that since our last presentment, that
Karo Williams, while in the custody !
of the law. was forcibly taken by a
mob and lynched. We deplore this
epiritof lawlessness, and trust that in
future our county will be free
