A JOINT RESOLUTION to Amend the Constitution so as to Permit the General Assembly to Enact Local and Special Laws on the Subject of Laying Out, Opening, Altering, and Working IR^adsand Highways, and as to the Age a1 Which Citizens Shall be Subject to Road or Other Public Duty. Section 1. Be it Resolved by the General Assembly of the State of South Carolina, That the following amendment to the Constitution be agreed to, and that the two questions involved in such amendment be submitted separately at the n ext general election to the electors qualified to vote for members of the House of Representatives, viz: that there shall be added to the Constitution the following additional Article, to be numbered properly in the consecutive order of its adoption, to be designated as "Article of Amendment* to the Constitution," which shall read as follows: ' 'Article of Amendments to the Constitution.'' Section 1. The General assembly of this State may enact local or special laws concerning the ' laying out, opening, altering or working roads or highways, and concerning the providing for the age at which citizens shall be subject to road duty and concerning drainage. Section 2. That subdivision II and Subdivision IX of Section 34, of Article III, of the Constitution, are hereby repealed. Approved the 18th day of February, a. D. 1904.
