Editor County Record:? \\ ill you kindly permit me through ifie columns of your paper to inform those to whom this communication is addressed, the reasons assigned by .State l'ension Board for rejecting such a number of those new applications sent np by our county board? Learning from our clerk of court that, twenty seven out forty six had been rejected, no reasons up to that time were assigned for such in heard of proceedings. 1 wrote Couiptroiler General A \\ Jones, who is (ex officio) a member of tiie State Pension board, requesting him to furnish me with such information as to the action taken by uis board which would enable uie to explain the matter fully to those who were losers by such decision of State Board. With reply General Jones enclosed list of names of those rejected with reasons which influenced Stale board, I will select a few of these, which will serve to illustrate. On the case of Jr Cox, class C 1, e.hnv nlained that the evidence of disability as tne result ot wound was) insufficient. Attached to the applieatiou was the certificate of our surgeon, Dr SY L Wallace, accurately describing nature of wound. In the cases of D K Mouzon ar.d Capt W 1) Fitch, for both of whom recommendation for trausfers from class C 2 to y. C 1 were made, motives which m, fiuenced the county board were assigned, also having attached Surgeon's certiticate of disability. Kequest refused. Swigeoii's certificate ignored by State board. We will next take the case of Mrs Joe Duke, State Board assigned reason not 60 years of age. There is no age qualification. That clause was stricken out when in 1902 the pension code and act were amended. In sgpie cases of rejection the excuse was made that the" applications did not bear the affidavits of old soldier? (uon applicants). Dissatisfied with the reasons assigned by State board, I again wrote General Jones, requesting him to return to our county board every rejected paper from Williamsburg. In reply he stated that all rejected papers were required to be filed in comptroller general's office. We kne v that we merely wished to borrow them long enough to show to the pensioners that the errors charged to county board did not ex ist. In conclusion, baring served for moie than ten years as member of county pension board and not having had until the present year a sin; le application rejected, induces me u) believe that there is something "rotten in Denmark." A Progressive Mercantile Firm ?Improvement of Highways?A Panacea for Labor Troubles. Morrisyille, June 25:?We are having line seasons ami the growing crops bid fyir to reward the tanners for their outlay. For this we should all feel thankful. We have some good farmers in this portion of the county and industrial conditions are improving rapidly. With such aid as the farmers eau obtaiu from the long established firm of F Rhem & 8011s there is a bright prospect ahead for this section, than where are to be found 110 better lands iu the county. The members of the firm referred to seem to appreciate the patronage of their many customers, both white and colored, and extend to them all every courtesy that is consistent with legitimate business methods. They do a large business in the lower part of the county and I feel 6afein saying that no deserving person is refused help by these gentlemen. And, by the way, who kuows but some day this place will be a county seat, or close by one.' 1 nave seen something on this subject mentioned in the papers. Now, Mr Editor, while mentioning things worthy of notice I desire to say a word of praise about what has been and is still being done in the way of improving our loads. It really seems that in this past thisportion of the county has been neglected in that lespect, but to the satisfaction of all some of the old neg lected sores are being healed. We have a daily mail route from Rhems to Harpers, which is of much importance, and - ou this road is a swamp (Horse f>eu) which is often impassable, the mail-carrier having to leave his conveyance and paddle across in a boat. As can be readily seen this has long been a source of great inconvenience to the public. But we now have a substantial road built above high water mark with good bridges, and also the road from here to Harpers which has always been in bad condition, is now graded up! and put in line'shape. Much more has been done which I am lacking information to describe and the good work still goes on under the direction of our genial and efficient county supervisor with the assistance of his well-selected corps of managers. Judging from the increasing number of "announcements" every "voter will have the opportunity of makiug a good selection. It is to be hoped that the best man will be elected to till each office. There is one matter, Mr Editor, that I for one should like to see freely tjijcussed in the campaign and through the newspapers by competdBftriters, and that is the lien lavq^fe believe the intention of the fran^Bpf the law was good, but I have gfl^ doubt as to the beuetit derived from its workings at the present time. The subject of immigration is engaging the minds of some of our able men with the view it seems, of supplying laborers for the big farmiug sections. This may be a wise departure, but in my humble opinion these foreigners would be a bad lot to deal with. I would prefer takin gchances with the colored man every time. He will never be replaced in this country. Kill the "lien law" and the "homestead law", and verily I believe the effect will be to supply the desired end as to labor conditions.
