Where Honor Is Due,
In dealing with public matters
ft newspaper should be equally ready
to praise as to blame when jnstiQed
by circumstances, and we feel that
the town council of Kingstreo is entitled
to hearty commendation for
*"7" its action Monday night in revising
the 6chedulo of licenses so that in
future the burden of taxation will
be more equally distributed. In thia
expression of approval we feel that
we voice the sentiment of a large
majority of the business men of the
town, whose attention is called to
the proceedings as published 111 another
column.
Especially do we congratulate tho
coancil on the increased license imposed
upon street fakers" and "open
air kitchens." There is little room
in Kingstree for such enterprises;
but, if we must have them, they
ought to be made to pay a license
that will plaoe them on a parity
with the merchants who have to
bear the heat and burden of the day
all the year round.
We believe that tho council was
actuated by a high sense of duty in
its action and it should be given
the commendation that it justly deserves.
.
.-Hshouid be Taught a Lesson, j
It's a long lane that has no taming,
and the emigration agents who
bare plied their vocation in this
SbF* _
county without leave or license will
- # ...
probably be a little more cautious in
future when they go up against the
laws of the State of South Carolina.
Hirir plans of procedure has been to
pond out their emissaries (usually
negroes) through the county, and
when a sufficient number of "hands"
were rounder up, to quietly slip
them on the train at some conventont
milrrnid station. clwfullr
chuckling at their shrewdness in
evading the law, which prorides
that a license of $500 mnst be paid
for the privilege of enticing laboraway
from the farms. They
than take them to the turpentine
woods of Georgia and Florida and
pay theiF-credulous victims what
wages they please.
In this way negroes are tempted
by the marve'ons tales of the emif
gratiou "decoys" to desert their emn-iflinnt.
11 wnrd of warninc.
JIIVJCIO n?vuv%*v ? n/
many of them being under contract
with and indebted to the farmers on
whose places they live and whom
they leave without any redress
whatever.
As will be seen in our news colfof
these emigrant agents?
an and a negro are now in
jf he law, and it remains
what will be the outcome
es. If these be let off withiment,
then the law is'
nd a delusion and should j
jaSe sag gggggss
be wiped off the statute books.
In protecting himself against the
operations' of these labor free-bootors
Mr Wilson haa reudered a public
service to every farmer in the State,
who is liable to be* molested in the
sum? way, aod it behooves every
good citizen to second Mr Wilson's
efforts to lmve the law respected.
