before the Iowa Good Itoads Couvention:
We are all agreed without exception
that the movement lor good roads is
uu important one. I will not consume
your time in discussing that proposi
tion, but will briefly refer to some or
the conditions which have influenced
the calling of this convention.
How docs the movement affect the
farmer? And when I sneak of the
farmer's interest I refer to the interests
of the whole community, because
the interests of the merchants, professional
men. bankers, and of all citizens,
are absolutely dependent upon
the interests of the farmer. If the
farming interests prosper, the whole
State prospers.
We have in the State of Iowa, during
six to nine months of the year, the
best roads on the face of the earth, but
during the remainder of the year we
have Jie worst roads In existence. Let
us consider now the effect upon the

the producer of corn, for example.
His harvest takes place in the fall.
His grain is not in fit condition for the
distant market until the month of December.
He is forced to market his
grain immediately after its maturity.
While tlie roads are in fair coudition,
' or postpone the day of realization
thereon until the following summer.
The result Is that he must unite with
his neighbors and with ail producers
throughout the community and deluge
the market with bis crop. It lias a
disastrous effect upon the market in
depressing the price. It produces an
embargo in railroad transportation,
and frequently during several months
of the year it is impossible for the
common carriers to furnish rolling
stock adequate to carry the grain to
the market.
What is true of the corn crop is likewise
true of other cereal crops. It is
true of the hog crops, although the
hogs themselves may furnish their
own locomotion; but you know how
serious an enect upon me w^inui
the animals the driving ol" a drove of
bogs over five, six or ten miles to
market is. Therefore it is in the interest
of the farmer that roads should be
?pen and passable and available for
the transportation of his produce for
the entire year.
But agriculture is undergoing a
transformation. With the growth of
population in cities and towns there is
a demand for a better class of produce.
Thus the creamery and the dairy develop.
Now roads must he open
throughout the entire year in order to
market milk, the cream, the butter,
the eggs, and the perishable garden
crops which the farmers likewise produce.
At the national convention held at
Chicago in 1S03 this proposition was
discussed as it affected common carriers.
and it was there announced that
the Wabash Railroad had voluntarily
offered to transport all building meterial
necessary for the permanent improvement
of their highways at cost.
I am satisfied that if we undertake a
movement upon practical lines we can
secure the co-operation not only of
business men of the cities, but of com
mon carriers tiirouguout tne lengin
and breadth of our State and of the
land itself. It is to their interest to
co-operate, for the reason that they
want to utilize their rolling stock
throughout the year. They want to
avoid freight embargoes. They do not
care to see avalanches of produce
forced upon thein for transportation
during a limited period of the year,
overtaxing their capacity and involving
them in controversies with shippers.

upon the tracks the remaining portion.
I met a gentleman who is in the livery
business. I put the question to
him: "Do you not think that we in Des
Moines are interested in the improvement
of country roads, the leading
highways passing from the city into
the country?"' "Why," he says, "most
assuredly, and we ought to pay for j
them. I have paid during this present
bad road term $15 a ton for hay,
whereas if the highways leading from
the country into the city had been
open throughout the entire winter I J
would have paid but $S."
Now that is an illustration that can
bo carried very much farther. Take
the merchant for example. During
the period when roads are bad he linds
his business absolutely stagnant, lie
makes his sales to his customers; the
customers buy 011 credit. The merchant J
demands payment. The uniform excuse
is: "We can't pay. We can't
haul our produce to market. You will
have to wait until the roads are open." I
The result is that the merchant is
^ compelled to go to the bank and Lor- j
row money until he can collect from
his debtors.
Take the manufacturers and the jobbers.
They sell to the country merchants.
The country merchants suffer
from the embargo caused by bad roads.
They cannot collect from their country
customers, and in turn cannot pay the
jobbers and the manufacturers. The
result is the jobbers cannot pay for
their goods. They are compelled to incur
indebtedness; compelled in many
cases to submit to serious embarrassment.
Many a failure bas been caused
by this same ,'nfluence, the inability ol'
the entire community to transact business
on account of the embargo caused

With the nume'ous instances of
duplicity on the part of dealers in antiquities
it is not to be wondered that
many men of wealth and culture are
looking with suspicion on the works of
art which they have collected at the
expenditure of much money and effort.
It is a wise collector who is certain
of the genuineness of his collection.
Ono piece of the swindlers' work is
the making of artificial moth holes in
| a chair of the pattern used several
| cc%uries since. It is a good imita
tion, and has been diiapiaatea purposely,
a piece being missing from the
baclf. It only requires a few dozen
moth holes to complete its "ancestral
hall" appearance. These are provided
by means of a tool like an awl. with
five steel points. Held over a likely
part, a smart tap of a wooden mallet
sends the points, made to the exact
size of a moth hole, into the wood.
This process is repeated as many
times as necessary. Then the moth
! holes are treated to a slight applica|
tlon of candle flame, which darkens
| the holes inside to the required tint.

Mr. William E. Curtis, of the Chicago
Record-Herald, has discovered the
dean of the newspaper profession in
the United States at Ottawa, 111. The
honor has heretofore been accorded to
D. R. Anthony, of Kansas, who is 70
years old and has been editing r. paper
continuously for more than fifty years,

i and has been the editor of the Free
Trader almost continuously since the
1st of August. 1840, a period of more
than sixty-three years. Even now he
goes to the office and does his full

Under date of June 20, 1903, Consul
General Kienara tmenuier, ui r raimfort,
reports that, according to German
imperial statistics, the losses of German
registered ocean vessels during
the year 1900 were 85, of 57,078 tons
gross and 44,720 tons net. Of these
! 32 stranded. 2 capsized. 14 sank, 11
were lost in consequence of collisions,
9 as the result of severe damages and
17 have not been heard of. Of the L073
persons aboard the foregoing?982 of
whom were members of crews and 91
passengers?3 passengers an'd 280 members
of the crews lost their lives, or a
tqjal of 289 fatalities.
