Public Roads.
From all sections come vociferous
rf, complaints as to the condition of the
public highways of the county.
I&ny people say?and we do not
doubt the truth of the assertion?
that the roads are in a worse plight
generally than they have been for
ten or even twenty years. This condition
is particularly hard on the
farmers who have to haul fertilizers
and 1t -is perfectly natural that
there should be some strenuous
. "kicking" among them. At the
same time we believe-that the cou.
dition so much complained of will

I good. More forcibly than ever before
our people have it brought
lome to them that good roads are
an imperative necessity, without
whicli no great material or industrial
progress can be made, and this
realbation has brought about an agitation
that will not allow the matter
to be settled until it is settled
right.
7 The present road law is, we believe,
generally familiar to the public.
At the session before the last
the Legislature enacted a new "road
" whirh nrovided for a one null

levy and a commutation tax of one
dollar in lieu of a jnaximum of eight
days work on the public roads. The
' last Legislature amended this law
so as to fix the commutation tax at
from one to three dollars and the
equivalent in w.ork from three to
x eight days at the discretion of the
county supervisor.

h. Under the present law the supervisor
estimates that the road fund
from all sources will amount to between
$6,000 and $7,000.*While it is
evident.that this small sum is inadequate
to put the highways in
anything like perfect condition, yet
we should remember that Rome was
not bnilt in a day nor the many
roads that led td ft
Under the law as amended the
supervisor will have the right next
year to recommend that the commutation
tax be increased to two
or even three dollars, which eneonraires
ns to believe that the time

is near at hand when this most important
matter will be given the
earnest and serious attention that it
demands.
The present road fund should
suffice to make the roads passable,
but it cannot be expected to do
much more, even with the assistance
of the chaingang. But next year
with a fund of say $10,000 to $12,
000, if the roads be worked intelligently
this year, much more can be
done.
Supervisor Graham and, in fact,
the whole board seem thoroughly
vtr. alive to the situation and to have
" their whole hearts in the work that
it before them. If they fail to iiu
prove the roads so as to meet the
expectations of the public we feel
confident that it will be the fault
of the law in not providing for sufficient
funds to accomplish the
necessary, work.
In our judgment the roads will
never he put in a satisfactory condition.enough
