A Problem For the Solution of tfco
Legislature.
The matter cf rearranging the congressional
districts is to come up on
its merits. There are three hills
before the house, and --ach has supporters,
although nearly every one

There are sonic who are satisfied
with present conditions, provided
such conditions are not contrary to
tho provisions of the Burleigh act of
congress, passed last year. This bill
provides for districts of compact and
contiguous territory, it also places
the unit of represi ntation at 15*8,500.
As the population cf this State is 1.340,310,
the State is entitled to six
representatives and is able to squeeze
. in another for a majority fraction ?
149,316.
The districts as now constituted
are not "compact" and are barely
"contiguous" as to territory. Colleton,
Berkeley. Richland and Williamsburg
are divided nearly in half. The
population of the second district is
160,015, while that of the fourth district
is 242,770 .showing a difference
of 80,000. There are other irregularities
which might be pointed out
