Washington. Special.?The annual
report of Hen. W. P. Merriam, J>irccf
tor of tho Census, was made pubiic
Sunday. Speaking of the prospeu of
meeting tho legal requirement for th?
completion of the four principal rc*
ports by July 1. 1902. Mr. Merriani
says: "The work of tabulating the returns
and results ot the Held work of
the enumerators and special agents of I
the twelfth census has progressed with I
reasonable celerity. Th lav; provides
that the four principal reports sn.ni on
placed in the hands of the public by the
flret of July, 1902. and this requirement
lias rendered it absolutely necessary
to maiutain a clerical force adequate
to complete the work within the piescribed
period. The; statisticians made
estimates of the time needed to lin'sii
the particular branch assigned them.
"The piano so submitted have been
interfered with, owing to the ab.sere?
of clerks from duty owing to sickness
or annual leave. It was hoped by
the first cl November a large number
or employes could be dispensed with,
but inasmuch as the work has been retarded
owing 10 difficulty cf maintain
ing the clerical force at Its maximum.
It is not likely that there; will he any
material reduction until after the first
of the year. The officials of the oifico
believe that their allotted task will he
completed ia ample time."
The director gives a l<st of prosecutions
for violation of the law in connection
with the census work, saying of
them: "It was hardly to be expected |
out of agents employed in the flolil
worked, about 53,000 in all, that therewould
not be -some who would prove
incompetent and unfaithful **; duty.
The Director has endeavored enforce
the census net to the lette.-4and
through the assistance cf the Attorney
General has proceeded against all cifenders."
The report includes detailed statement?
from the different chiefs of divisions
in the bureau. Mr. S. N. 1).
North, ehfrf of the manufacturing division,
reports that the work cf iiis division
is rapidly drawing to completion.
Speaking cf the success of the
bureau's tvyo reports on cotton, Mr.
North saj's :
"This office haa secured from cotton
producers, cotton exchanges, cotton !ac<ories
and cotton manufacturers an
^ overwhelming approval of the services
renaerea uy uicsc rep??MM. i am,
fore, led to recommend that Congress
pass a joint roiolution authorizing tne
Census Office to make a similar canrasa
of the cotton ginneries annually.
Under its present organized system of
machinery this office will he able to
publieh this cotton report as early as
the month of May or June, in each
year, or three to four months in advance
of their possible publication
through agencies of any other kind.
The commercial advantages resulting
from these earlier, more accurate and
entailed statistics as to the volume of
vhe annual cotton crop are too obvious
to be further dwelt upon."

It appears probable that the
majority for ratification of the new
constitution v;i!l be about 25.000 mav
bo as low was 20.000. but it does not
seem that it will be less than that.

a deputy sheriff, was shot and killed
v Saturday, by a bridge laborer, named
Delice, employed on the Vicksbury
Shrcvepsrt & Pacific Raiiroad. Del.e;
had previously shot and wounded twe
fellow-employes, Russell and Write
and Cat-inn wrts trying tc arrest liim.
Del.cc was arrested. The crime has
created intense excitement.
