The first step toward snbstan-i
tial improvement would be the!
levy of a one dollar highway tax
on all persons liable to du'v on
the highway, whose tax leturn
yiows less than three hundred
dollars in real estate and personal
property.
The second ought to be the levy ;

property relumed by everybody J
regardless of oo-t or asre. and from

plus left after repairing roads and)
bridges. carry it over into lbe next j

Third all highways ought to be
let under contract to the lowest
bidder by townships for term of

four years, allowing bidder to take
two or more townships if they
wish to do so.
