The county boards are appointed by him simply as a matter of form re- j quired by the constitution. The act j does not even provide that he as i governor shall issue the coinmis-i sion, hut that this should be done j by the State board of control, and < it was only on the ruling of the at-, torney general that the Governor .issued the commissions. The mem- j hers of the board of control, under i the act, are recommended by the various county delegations, and whoever is recommended is ap pointed by the State board of control, and in form by the Governor. The kickingought to begin at home for suggesting such men as are now .so bitterly opposed. They should n./t have been appointed unless they ha J been recommended by thy home delegations. Governor McSweeney, under the great dispensary law, hits no right to remove members of tfle county hoard of control, no matter what they do: neither has.he the right to remove dispensers if they robbed the State open-handed, which is not charged in this case. The county boards of control have charge of| tho dispensers and the county! boards of control are under -the I State injard of control.
