at the State the Kepubiican party
has put out a candidate lor Congress.
While they have no hope
of ejecting tUeiv. men,, it their |
r bject to get up a contest, if the |
vote be any , ways close and appeal
to a republican Congress.

to leave no ground for a contest, j
Again, as .Senator Tillman gave J
warning in.,his speeches during;

being, made to reduce tlie repre-;
sentatiou of the "Solid South''on
account of the cutting down of!
the negro vote uudsr the new
constitution. Heretofore, with an !
apathy born of security,, many,

thought it necessary to vote in
the generai election, and tl%e returns
have not shown the real!
votimr strength of the State.
At this election the returns will
be noted more closely than over
before, and upon the number of
o{ votes cast will hang largely the
result of the eftort to cut down
our representatives.
In view of these facts it woi.l l
be strange indeed if our patriotic
citizens should fail to respond to

the press throughout the country

On day of election the managers
must organi/.s by the election of a
i ehairman and a clerk. The constitni
tional oath must, be taken by each
! manner be ore he can act. and also
| by tile Clerk. The Chairman elected
I is empowered to administer oaths.
The Managers have the power to fill
| a vieancv. and if none of the Managers
I attend, the cilizens can appoint trom
i among the ?piali<ied voters the Mau1
agers, who. after being sworn, can
conduct the election.
At the close of the election the
Managers and Clerk must praeecd publicly
to open the ballot boxes and
Count the ballots therein, and continue
without adjournment until the same is
completed and make a statement of
the Result for each office and sign the
same.
Within three days thereafter, the
Chairman of the Hoard. or .some one
designated hy the Hoard, nmst deliver
to the Commissioners, of lileeti.v* the
poll lists, the IM>.\es containing the
ballots and written statements of the
' ps'ilt of the election.
One of t.te aboce named Managers at
each precinct must call upon the Hoard
of Commissioners at Kings tree on Saturday.
