STATE TO GET HALF A MILLION.
fir. Yeldell Finds Long Losi Records
and Vouchers.
After about two months of most tedious
work and painstaking search a
number of papers were found in the
famous rubbish room at the State eapitol
Saturday afternoon, which mean 1
in the long ran the establishment of j
claims against the federal government |
which will, even if compromises are
j effected, place a balance or halt a million
dollars in the treasury iff the State
of South Carolina. For thirty yea is
the wean- search for the famous
"Black's Exhibit A" on the revolutionary
and cthcy war claims has been
going on. This exhibit was on absolute
necessity to the establishment of
the principal claims of the State
against the United States government,
and for the past six months has been
the most desired record in the possession
of the State. The credit of find- 1
ing the valuable document together
with Agent Black's second report belongs
to Mr. \V. H. Yeldell of Edgefield,
and Chief Clerk Jesse T. Cantt
cf the office of the secretary of State, I
who urged thai Mr. Yeldell be em- i
ployed to make the search. Day after ;
day Mr. Yeldell has been working his j
way through the pile of musty records I
in the "rubbish room" of the capitcd.
going through an endless variety of
papers from 1700 down to date and
arranging them in order with indexes ;
as to their locality. He had nearly '
completed his work when he picked up j
a bundle of" papers yellow with age
and glanced at it. He was about to j
throw it aside when his eye caught |
the word "Black." He opened the
bundle and therein were found every :
oae of the precious papers and vouch- i
ers so long looked for. accompanied by j
Agent Black's report made in I860 of
which the searchers have never been :

of course, will not be entitled to any

claims that the federal government I

On the outside of the papers in
Black's handwriting appears this sum- i
mary of the claims cf the State due the j
federal government:

On this entire sum no interest after
j 1S"S is calculated. With interest the j
j total claim would amount to about one j
and a half millions of dollars.
Agent Black's report made in 1S58 ;
is already in Senator Tillman's hands. !
and upon it lie is about to secure an '
adjustment of all the claims save
those relating to the Revolutionary !
war. His bill covers the war of 1S12 j
and Florida war claims and interest, j
Jess $1S.000 the government claims to j
have paid Black. The find yesterday :
shows conclusively that Black did not i
receive this amount, and presents the ;
absolute'proof to sustain all the Revo- j
lutionary war claims with interest for
100 years. This even if compromised
will give the State a surplus of about
half a million dollars after paying
/.loimc ahnnf S200.000 that the gen
eral government is pressing against
the State. Everything is included in
the documents found. Every voucher
is there in printed form with references
to legislative action thereon.
There is S2 pages of printed matter in
the portion giving these vouchers.
These are not the records Black was
to file in the comptroller s office, but
tjiose filed with the legislature and
consequently are all the more complete.
In 1793 a Revolutionary war claim
settlement was made but all claims ini
eluded in this report were subsequently
made. Every paper desired has
been found.
Senator Tillman's present bill provides
that no commissions will be
paid to anyone for collecting the
claims. This avoids many pittfalls.
The Senator was notified by wire of
the invaluable find, and he wired back
for all the documents to be sent by express
to him on t'he first train, his evident
intention being to put in an

against South Carolina. Eventually ;
there is no doubt that the treasury cf |
South Carolina will be about half a j
million dollvs at least better off :is a j
result of this find in that gold mine of
a "rubbish room."
A New Idea for Oiling; Buggies.
A new style of axle is being used by
the Rock Hill Ruggy Company, by
which the buggy is oiled without removing
the Wheels. The oil is poured
into a chamber, from which it is carried
by the motion of the wheel to the
oil grooves at the top and bottom cf
the axle. The idea is an excellent one
as a vehicle built with this style of
axle will run much longer with one
oiling, saving time aud annoyance.

?A pyrotechnic discussion of the
status of the Boer commissioners now
in Washington was precipitated in the
Senate by a resolution offered by Mr.
Allen, of Nebraska, extending to the
commissioners the privileges of the
floor of the Senate during their sojourn
in the national capital. The resolution
was defeated by a vote of 36 to
21.but not until a sharp controversy
between its authir and Mr. Davis,!
chairman of the committee on foreign
relations. .Mr. Allen maintained that
the resolution was in line with precedents.
while Mr. Davis contended that,
in the peculiar circumstances, the
Senate ought not to take any action
that might be considered a recognition
of Boer diplomats until the President,
who alone had the power to receive
diplomatic representatives, had taker,
action.
One Hundred and Twenty-Fourth
Day.?This was a day of rasping political
controversy and oratory in the
Senate. With the controversy those
on the Democratic side of the chum-1
her. anomalous as it may seem, had
little to do. What by far-seeing Senators
is regarded as likely to be the
paramount issue of the . approaching
national campaign, was the subject of
two notable speeches?one by Mr.
Piatt, of Connecticut, and the other by
Mr. Spooner, of Wisconsin. The former
was an answer to a speech delivered
a few days ago by Mr. Bacon, of
Georgia, on his resolution demanding
an investigation cf the financial affairs
in Cuba. Mr. Fiatt favored the
adoption of the resolution, but deprecated
what he declared was a < heap
eort to make political capital our. of a
shameful condition cf affairs, which |
the Republican party needed no prodding
to induce it to probe to ihe Dot- :
torn.

Day.?The Morgan resolution calling ;
on the secretaries cf war and navy for j
information relative to the cost of:
transportation of troops and supplies
to the Philippines was agreed to. The
Bacon lesclution directing tne committee
on relations with Cuba to investigate
the receipts and expenditures '
in Cuba was called up.
Mr. Piatt, chairman of that commit-;
tee, spoke at length. Gen. Wood, "he |
said, had been led to suppose, abcut a
month ago, that there had been irre-j
gularities in the service under Mr. j
llathbone. He immediately pressed:
an unsparing inspection. He gave!
Gen. Wood credit fcr the discovery of j
these wrong doings and the adminis- j
tration credit for probing them to the j
bottom. The disclosures, he added, j
are a direct blow to every citizen of i
the United States and the wrong do- j
ing?Xeely's embezzlement?the more
sad and shameful since it occurred
where a great work of freedom and
philanthropy is going on.

of the bill were disposed of before adjournment.

to extend the 8-hour law to all labor- j
ers employed under contract on gov- j
ernment work and the other to prohibit
the inter-State traffic in prison-made

Carolina, on the postoffice bill. The I

Day.?The House passed without division
the extradition bill framed by
the Judicary Committee, but only after
a debate in which considerable political
rancor was aroused. There wa3
no division of sentiment as to the duty
of Congress to pass a bill to permit
the extradition of Neeley. but the
Democrats objected to the language of
the bill which covered "any foreign
country or territory or part thereof,
occupied by the United States."
