Sept. 7. 1S77. to I> o. lo. against the
pick of the Russian army, the Turkish
garrison, under Osnian Pasha, accomplished
the impossible, according to
Loth military and medical experts. For
hot only did they defy the besieging
force. when it numbered nearly tifty to
one against tliem. but they lived for
twelve wwks practically without fond.
Yet on I>cc. 10. after having eaten their

Washington, D. C.. Special.?Secre- j

reply to the resolution as to whether
officers of the army in Cuba or Porto
Rico have received any compensation
for their services there other than the
compensation to which they were entitled
by law to receive as salary and
allowances; and, if so, names and rank :
of the officers and the amounts received I
by them. The Teplv is as follows:

tary 01 war, uaicu respectively .viarcu
1. 1S09, April 19. 2-S99. and May 9, 1S99.
copies of which are annexed hereto, allowances
have been paid four officers
of the army, who have been required to j
live in the city of Havana and to per- j
form important civil functions in con- j
nection with the administration cf'
the government of Cuba, as follows:
"To the military governor of Cuba, j
at the rate of $7,500 per year; to the !
military governor of Havana, at the j
rate cf $5,000 per year; to the collec- ]
tor of customs for the island of Cuba, j
at the rate cf $1,S00 per year; to the J
treasurer of the island of Cuba, at the
rate of $1.S00 per year.
"These payments were in addition '
to the salary and allowances which the j
said officers as such were entitled to
receive out of the Treasury cf the Cnited
States. I am not aware of any oth-;
er payments of the character described j
in the resolution to any officers in Cu- j
ba. I annex hereto a report received i
some months since from the headquar-1
ters division in Cuba, showing that j
none other have been made. The pay.
ments have been made monthly from
the dates stated in said orders until
the present time.
"The precise dates of payment will j
appear in an itemized statement of ro
eeipts and expenditures *no\v in th<
course of preparation under a previot::
I resolution of the Senate. Payments i
[ to the governor of Havana will ceas/
with the" termination of that oft ice on .
May 1, 1900. The names and rank of |
the officers receiving the payment
were, as military governor of Cuba, j
Major General John R. Brooke, until j
1 the 13th of December, 1S99, and Major ,
General Leonard Wood. U. S. V.. since I
that time; as military governor of j
Havana, Brigadier General Y\"m. Lud- ;
low; as collector of customs for Cuba, i
Maj. Baker M. Bliss; as treasurer of ;
the island of Cuba, Maj. E. F. Ladd, U.
S. V.
"No allowances have been made to 1
any officer in Porto Rico other than |
the statutory salary and allowances 1
out of the Treasury of the United I
States.
"The payments specified were out
of the revenues of the island of Cuba, |
on account of government relief, ami I
they were made on that account for |
the reason that it was impossible for!
the said officers to properly perform !
the necessary duties pertaining to 1
their positions without the expendi- j
ture of the full amount of such allow- i
ances in addition to their statutory
! salaries and allowances out of the |
Treasury of the United States.
"The aggregate of the payments !
thus made prior to the first day of the !
present month was $17,441. The tot il j
receipts of the island of Cuba, col- '
lected by said officers during the |
period covered by the aforesaid expenditures
therefrom amounted to $21.- !
026.572, and the total disbursements j
( under their direction amounted to!
$19,280,512.
"Similar allowances to officers of
the army performing civil functions ir
Mexico and California were approved
by CongTess by the act of March 3,
1849, and the act of January 3. 1S53.
(A copy of the section of said first
mentioned act is annexed hereto.)
"The said payment were authorized
by the President upon the oral advice
of the Attorney General, that the
same were in all respects lawful.
"Very respectfully.

A Tip About I'sinjf Stamps.
"Wait until I have washed off the
postage1 stamp on this envelope, j>punpd
in the addressing," said a man.
"It is not necessary to do that," said
a lawyer. "You may take your scissors
and cut out the adhesive stamp
and stick it fast to your new envelope
with mucilage, notwithstanding the
adhering piece of the old envelope.
"It does not look nice, and may heroine
detached in the mail, but if the
stamp is a genuine, unused, adhesive
stamp it is not questioned. The Government.
when it sells an adhesive iieeut
stamp, undertakes for such consideration
to transport and deliver to
destination the letter to which it is affixed.
The fact that it has a piece of
an envelope to which it was formerly
attached, but not used or deposited
for mailing, does not relieve the Government
to execute its part of the contract
when the letter is deposited for
mailing, the stamp being otherwise
perfect."?Washington Star.

To the medical man the soldier is
rery like a child. That Is to say, lie
suffers from precisely the same diseases
as children. In any large army
