Special.?Secre- j tary Root has sent to the Senate his i reply to the resolution as to whether officers of the army in Cuba or Porto Rico have received any compensation for their services there other than the compensation to which they were entitled by law to receive as salary and allowances; and, if so, names and rank : of the officers and the amounts received I by them. The Teplv is as follows: "Pursuant to the orders of the Secre- ] tary 01 war, uaicu respectively .viarcu 1. 1S09, April 19. 2-S99. and May 9, 1S99. copies of which are annexed hereto, allowances have been paid four officers of the army, who have been required to j live in the city of Havana and to per- j form important civil functions in con- j nection with the administration cf' the government of Cuba, as follows: "To the military governor of Cuba, j at the rate of $7,500 per year; to the ! military governor of Havana, at the j rate cf $5,000 per year; to the collec- ] tor of customs for the island of Cuba, j at the rate cf $1,S00 per year; to the J treasurer of the island of Cuba, at the rate of $1.S00 per year. "These payments were in addition ' to the salary and allowances which the j said officers as such were entitled to receive out of the Treasury cf the Cnited States. I am not aware of any oth-; er payments of the character described j in the resolution to any officers in Cu- j ba. I annex hereto a report received i some months since from the headquar-1 ters division in Cuba, showing that j none other have been made. The pay. ments have been made monthly from the dates stated in said orders until the present time. E. F. Ladd, U. S. V. "No allowances have been made to 1 any officer in Porto Rico other than | the statutory salary and allowances 1 out of the Treasury of the United I States. "The payments specified were out of the revenues of the island of Cuba, | on account of government relief, ami I they were made on that account for | the reason that it was impossible for! the said officers to properly perform ! the necessary duties pertaining to 1 their positions without the expendi- j ture of the full amount of such allow- i ances in addition to their statutory ! salaries and allowances out of the | Treasury of the United States. "The aggregate of the payments ! thus made prior to the first day of the ! present month was $17,441. The tot il j receipts of the island of Cuba, col- ' lected by said officers during the | period covered by the aforesaid expenditures therefrom amounted to $21.- ! 026.572, and the total disbursements j ( under their direction amounted to! $19,280,512. "Similar allowances to officers of the army performing civil functions ir Mexico and California were approved by CongTess by the act of March 3, 1849, and the act of January 3. 1S53.
