' The report upon the legislative, exeeI utive and judicial appropriation bill i was agreed to. Mr. Jones, of Arkansas, j chairman of the Democratic national j committee, under a question of per' sor.al privilege, replied to a statement : in Mr. Doll;vers speech in the House. | in which the Iowan. referring 10 a pro! posed amendment that had been offered by Mr. Jones, to return the proceeds of the present Porto Rican customs to those who paid them, said the i passage cf this amendment would have ' given the American Sugar Refining Company $1,800,000 which they have already paid in cash into the Cnited States Treasury on imported sugar. Mr. Dolliver had accused Mr. Jones cf i being 'in the same conspiracy." Mr. Jones, replying, said he had never locked to sec who had paid these revenues nor where the money would go; that men moie familiar with the sugar trust's doings knew more than he did as to what the trust had paid into the Treasury and his amendment was a matter of justice to all. Fifty-sixth Day. The amount of bonds so far exchanged at the Treasury for the new 2 per cents, is $23$,307.150. The House, after a spirited debate. adopted the resolution reported from the insular affairs committee to authorize the Secretary of the Treasury to designate depositories in Rorto Rico. The conference report on , the legislative, executive and judicial appropriation bill was adopted and the bill goes to the President.. The remainder or tne any was devoted to debate, without action, upon a resolution from the committee 0:1 election of President, Vice President and Representatives in Congress for a constitutional amendment, em powering the Legislatures of the States to decide whether I'nited States Senators shall be elected by the Legislatures or directly by the people. A substitute resolution was offered by the minoiiiy of the committee which differed from the majority resolutions in giving ho States no option, but providing that in all States the people shouiu vote directly for Unied States Senators. During an hour's debate on the depository resolution, Mr. Jones, of Virginia, offered an amendment making the act apply only to the Philippines and Ctioa, so long as they should be occupied by the United States. Even it his ameudment was adopted, Mr. Jones said l.e would be opposed to the bill in toto. He said there was sufficient reason to call the bill the "Standard Oil 0111." Mr. Gaines, of Tennessee, and Mr. DeArmond. of Missouri, opposed the bill. Mr. Cooper, of Wisconsin favored it. The Jones amendment was lost, 121 to 125. An amendment offered by Mr. Levy, of New York, to deduct 25 per cent, of Cuba's customs revenues to create a fund to repay the United States tor moneys spent in Cuba's beha'.f wa? ruled out on a poiut of order. The lull was passed, 133 to 120. The Senate amendment to the District of Columbia appropriation was non-concurred in. and the bill sent to conference. M 5:20 p. m. the House adjourned. A programme for House business in the near future has been arranged, by which the Naval Appropriation J>i.l will ho taken up on Monday. C., Special. Judge Henry C. Caldwell, of Arkansas, who has been extensively spoken of as a candidate for Vice President, and who has received a great number of letters urging him to agree to accept that position in case it should be tendered him. has written a letter to Senator Jones, of Ark"r--as. who is .his personal friend, in which he says that he can not consent ~uch use of his name." and that his resolution in this matter is absolutely Irrevocable.
