a serious condition ot things existing
in this county. I refer to the
I fiaflic in seed cotton. Iain aware
| of the fact that it cannot be pro- 1
hibitedby statutory enactment,
J since that would be interfering
with the personal rights of the
citizen; but can it not be stopped *
by a prohibitive license? You
may not know to what extent this
sort of traffic is carried on in the
ccuntry neighborhood*. I think
there can hardly be a farmer, who 1
does not know of one or more little 1
shops, some of them having in
stock less than five dollars worth 1
of goods at any one time, yet which 1
have bought in from two to ten
bales of cotton during the present
season; and all, or the greater part '
of this cot ton has been bought from '
parties whose crop is under lie ,
or who have stolen it.
I have heard of the argument '
being made that some farmer- '
could not get money to pick their \
cotton without salling some of it in '
the seed. Now, I have never '
known of an- one who failed ini
that respect. If one can get money 1
to make a croo. he can iret money 1
| to gather it, and a man oiild he '
more willing to advance money to
! pick cotton, it' he felt sore that the '
| cot toil when picked, would not go
to these little shops I hav<- 1
known instances where money was
tarnished to pick moreeottou than
was brou'rht to the party who a J
