Now that the war has ended the
next thing Uncle Sam is consider !
ing, and mighty seriously too, is
how many of the islands included

of keeping. With a
lusty infant demanding his attention
thousands ol miles across the
Pacific, Cuba and the Philippines
in need of his guardian cure, and
the Porto Ricans ready to regard
him with a certain amount of
suspicion associated with a step
papa, the old gentleman's predicament
is most perplexing, aud before
it is all over we fear he will
lose much of the urbanity of countenance
characteristic of his expression.
Already his beard
seems to have become greyer, and
there are wrinkles about his eyes
other than those produced by the
shrewd twinkle of merriment.

storm of criticism from those upon
whose suggestions be failed to act.
The question most conspiciously
bristling with interrogation
points seems to be the one con
cerning the Philippine Islands.

THE COUNTY CAMPAIGN.
On next Wednesday the cam-i
paign opens in Williamsburg
county; when each of the candi
dates will have the privilege of
telling the people why he is peculiarly
fitted lor the office to which
he aspires. There will be much
din and dust, many promises made,1

and an excellent opportunity afforded
for ameteur orators to entertain
and edify the people. We
hope and believe that the campaign
will be conducted 011 a high

people of Williamsburg should

so, if it becomes ncecessary.
The last campaign was almost
free from anv attempts at mud
slinging; let us make this one entirely
so.
Convicts at Road Making.
In South Carolina, convicts are
worked in the chain pang?groups
chained together. In a letter
printed in this bulletin we are
told that the average size of the
chain gang for the second year I
was IS, and was maintained at a
cost of 24 cents percapita perday.
During the third year, which has
just closed, they were not able to
reduce the per capita of maintaining
the chain gang, which remained
about the same size as duritig
the second year, owing to the fact
that they had worked around the
places near which there was a
house or barn that could be secured
as a stockade, and the constant
moving from one place to
another, and the increased loss of
time entailed by camping so great
a distance from the place of work.
They are entering upon the
fourth year's work with the hope
of materially reducing the cost
and increasing the efficiency of
the system by means of "King's
prison van," which is shown at
Fig. 199. By means of this veld
cle, they are enabled to camp
riorlit at iHp nlare nf work, there

by saving the time that would
otherwise be lost iii going to and
returning from it; they, also, by
the use of this prison are enabled
to dispense with the services of a
night guard. They hope by the
use of this portable prison, to
reduce the cost of maintaining the
chain gang to about 15 cents per
capita per day, and to do at least
12 per cent more work work with
the same size gang. The people
are very much pleased wi'h the
system,having no objection to the
labor of convicts being expended
on the public roads, but there is
serious and strong opposition to
its being brought in competition
with free, honest labor.?The

Manning in the head with a brickbat,
killing hiin instantly.
The Teachers' Institute in Columbia
will be held August 29 to
{September 10, instead of lrom
August 20.
A colored company has been organized
in Darlington county.
Mr. Clarence S Nettles, quartermaster
of the Darlington Guards,
has been appointed captain.
Willis P.Johnson, the engineer
on the train wrecked at ilamp-j
ton's, near Columbia, died nt the!
Columbia hospital last week from
injuries received.
Gov. Ellerbe continues to re
ceive offers of men from other!
States to till up the ranks of the
