Scarcely has the death of Worth Baglev, the gallant young ensign of the Winslow, ceased to be on the lips of every one, when another young Southerner makes for himself a name that will go down to prosterifv along with that of Commodore Decatur, who .burned the P hi'adelphia off the coast Tripoli. The too exploits are very similar; though perhaps the blowing up of the Merrimac was the more hazardous. In these nineteen'h century davs, so often termed degenerate, it is refreshing for this sort of history to repeat itself. And it is all *the more pleasing to us that our own Southland should furnish the material of which these heroes are made. Up to this time the war lias afforded few opportunities for conspicuous gallantry; to such as have been furnished, however, there has been no lack of response. The deeds of daring already chronicled are but an earnest of the esprit de corps that aniraa'esthe true American soldier. To North Carolina and Alabama is due the credit of pro ducing Ensign Baglev and Lieut. Hfthsnn. hut there are other States to whose soil the growth of heroes is equally indigeuous, and not last among these, except in size, is the grand old State ot South Carolina. now for the institute It has constantly been the aim of The Record io promote the in terests of Williamsburg County, and to bring into the county everything that would be of bene fit to the people. While we strive to look alter the interests of all the people, there is no class tint appeals to us more strongly than tlie farmers ot our county. Aside from sentmfbnt, we recognize the fact that the hope of our country rests upon these sturdy tillers ol the soil, who from seed-time till harvest and till seed-time again unremittingly toil to produce the necessaries of life. Believing that there is room for improvement in Hie methods of many, of our farmers, and that better' directed efforts would do much to improve their condition, we have from time to time spoken for the hold rngof a Farmers'Institute in Williamsburg county. Pursuing our efforts in this direction, we wrote to President Ilartzoc. of CJemson College, asking him to give us an Institute, and he has consented to hold one at Kingstree on June 30. Not many counties h ive been so fortunate as to secure these able lecturers, and we feel sure that ?uxeflurtsiu their behalf will be ( properly appreciated by the far-!' mors ot Williamsburg county. It: is a great feat of journalism to get j out an issue like this, containing, as it does, not only a complete , write-up of Charleston, but slso setting forth the advantages of most ot the important interior j towns of the State. We eongrat u late The Post on the energy and enterprise displayed in getting up tliis edition, and we believe that this live journal will become more popular than ever with the peoi pie of South Carolina. The work of raising a company of volunteers from Williamsburg countv goes steadily on, a good many names having already been enrolled. We hope that the martial spirit of Williamsburg county 1 will soon be awakened and that before long a finely organiezd 'company from this county will be on its way to join the army ot invasion. A Much Abused Statute. We have been repeatedly asked to publish the .'aw agiinst fishing in Black Kiver, ctmp aint bein?r made that the law is openly vio ' lated daily. The amended statute reads as folluws: "It shall not be lawful for anv person in the counties of * * * * . Williamsburg, Florence and Richland to fish with nets or gigs or set traps, or shoot fish with any kindot gun in any of the fresh waters,rivers lakes, creeks, or other streams in said counties between the first day ot May and the first day of September in any year hereafter. , And it shall not be lawful for any person to fish with the hook and line or otherwise in the waters of Black River, in Williamsburg conty, in this state, between the fifteenth day of June and the fif- : teenth day of August in any year i hereafter. . One half of fhe fines collected for violation of this section shall be paid to the informer by the magistrate collecting the same, and j I the other half shall be paid into the county treasury." i Sec. 410 Revised Statutes cf 1893, : amended in February last.
