fireproof mat. consisting of asbestos
fibres, which when applied in good
time, will extinguish a lire or allow
persons to approach easily for the pu pose
of turning on water or rescuing

lately drove the tunnel under the Seine

Inheritances Takes Effect At Once.

passed the War Revenue bill on the day
fixed for the vote and it was sent at once
to the President for signature, in order
that the taxes might become operative
immediately.
The House of Representatives adopted
the conference report on an aye and no
vote of 154 to 107. Five Democrats voted
In the affirmative Cummiugs, Griggs,
Fitzgerald, MeAUer audMcCle'ean. Henry
and Hill, of Connecticut, Republicans,
voted in the negative.
The Senate adopted tiie conference report
by a vote of 13 to 22. The Democrats
voting for the bill were CalTery, Gorman,
Murphy, McEnerv, Morgan, Turpie,
Mitchell and Lindsay. Senators Faulkner
and Gray, Democrats, were paired in favor
of the conference report. The bill as passed
will yield, it is estimated, over t'150,000,000
in revenue to the Governmeut.
The main features of tho bill are sub
stantially as follows: ,
A tax of one-quarter of one per cent, on
the gross receipts of the Standard Oil and
Sugar Trust Companies.
A stamp tax of one cent on sleeping-car
tickets.
An additional tax of $1 per barrel on
beer, ale and porter.
The issuance of 8403,000,000 Government
bonds, to bear interest at the rate of three
PCX cent., aqjl 8100,000,030 of certificates of
indebtedness.
An inheritance tax.
A provision for the coinage of the seigniorage
in the Treasury at the rate of 81,500,000
per lAonth. . ~ -" A
tax of ten per pound on all teas
imported into the United states.
A tax on all adulterated flour.
A tax on proprietory medicines.
The measure provides that the taxes are

bill. The taxes which the bill provides
shall go into effect on the day following
Its passage are the Increased beer and tobacco
taxes, the tax on inheritances, and the
tariff tax on tea.
All of the special taxes and stamp taxes,
including the license tax on bankers,
brokers, theatres, etc., and the stamp taxes
on commercial and legal papers, proprietary
articles, telegrams, express and
freight receipts and bills of lading, sleeping
and parlor car tickets, etc., and the
tax on the gross incomes of sugar and
petroleum retlning companies and pipe
line compauies in excess of >"230.000 per
year will become operative on the first
day of July.

Miss Cisneros first met Carlos F. Carbonel
on the night that she escaped from
:he loathsome Havana prison. Mr. Carbonel
escorted her out of Cuba.
Miss Cisneros was placed at the Convent
of the Visitation, in Washington, to complete
her education. The sisters soon found

Astor Battery in Camp.
The Astor Battery went into camp at
Bradford Farm, near Pelham, N\ Y., after

Admiral Sampson has commended the
bravery of Ensign Palmer, of the New York,

Next to sugar the principal articles
imported by the United States have
been textile grasses. These amounted
in 1893 to over ?(>,000,000, and in 1897
to more than ?3,000,000.
During the same period, however,
the United States has sold little to the
Thilihpines. The total exports in 1893
amounted to ?1;)4,378, and have not
reached that figure since. In 1897 they
amounted to only ?94,097. The chief
articles of export has been retiued
mineral oils. Breadstuff* and manufactures
have made up the remainder of
i a meagre list.
Spain, on the other hand, has en!
joyed a monopoly ol the tobacco trade
! with the Philippines and has furnished
'the islands with a greater quantity of
manufactured goods and food products
j than any other nation. Probably much
J of this, however, was sent to the

from the Philippines goods
valued in pesetas at 22,519,994, and
sent to the islands goods valued in
pesetas at 38,857,757.
Great Britain and France have also
maintained more extensive trade relations
with the Philippines than the
United States, The total value of the
foreign trade of the Philippines inl89G,
exclusive of the trade with Spain,
amounted in exports to 820,875,000, and
imports to 810,081,250. These figures
will doubtless be cited as furnishing a
reason for the retention of the Philippines
and a strong effort to secure the
greater part of the trade now enjoyed
by Spain.
