After some discussion a vote was reached and the amendment was agreed to, 48 to 31, several Republicans voting for it. After au extended debate the question was brought to an issue aud by the decisive vote of 45 to 31 the bond amendment was incorporated in the bill, as a substitute for the amendment to issue legal tender notes. The bond proposition received the votes of 37 Republicans, 7 Democrats and 1 Populist. .Just before adjournment a sensational speech was made by Wolcott. Republican, of Colorado, in reply to some suggestions concerning the bimetallic commission made by Allen, Populist, ef Nebraska, 'lhe Senate at 6 o'clock, weut iuto executive session and soon afterward adjourned. .Tuxe 4th.?With no evidence of excitement and without incident worthy of special note, the war revenue measure was passed by the Senate at 7:05 o'clock. It was under consideration eight honrs. A score or more of attempts were made to amend it, bat in only three or four instances were the attempts successful. Particular effort was made to amend the bond provision of the measure, but it was futile in every instance. The most notable amendment made to the measure was that offered by Tillman, Democrat, of South Carolina nlftpinn' a dutv of lOcents a nonnd on all tea imported into the United States. The amendment created no debate and was adopted by a vote of 38 to It is calculated by the Senate experts that the duty, if it be finally euacted into law, will raise at least $10,000,000 a year and probably more. An amendment offered by Mr. Chilton, Democrat, of Tex^s, a member of the finance committee, provides for a tax graduated according to price upon all articles sold under a patent-right, trademark or name not open to general use, and which are not otherwise taxed by the bill. Through au amerdment offered by Mr. Lindsaj*, Democrat, of j Kentucky, the Seuate decided not to placeo stamp tax upon bundles ot newspapers, wholly or partly printed, which weigh less than 1UU pounds. A tax of 4 cents a barrel was placed on adulterated dour and a stamp tax of 1 cent on every ticket, entitling the holder to a seat in a palace or parlor car or berth in n sleeping car, the company selling the seat or birth being required to affix the stamp. On the passage of the measure every Republican voted in the affirmative. By parties the vote in favor of the measure was as follows: Republicans, 3D; Democrats, 7; Populists, 1, and Silver Republicans, 1; total, 48. Against the bill the vote Democrats. '20: PopnJi&ta. 7. and Silver Republicans, 1; total. 28. Mr. Allison moved that the Senate insist upon its amendments and that conferees be appointed. The conferees on the part of the Senate on the war revenue bill were appointed, and aro Allison and Aldrich, Republicans, and Jones, of Arkansas, Democrat. THE HOUSE. June 1st.?The session of the House was devoted to the consideration and passage of a bill to remove all political disabilities incurred by the third section of the fourteenth amendment to the Constitution.
