lic speaking. This very speech bears
amble evidence of careful prepara
tion, and every word and sentence

have a meaning and reason for its
utterance. As an honorable gentle
man, appreciating the responsibility
of his position, and conscientious in
his effort to instruct his fellow-citi-

him credit for the greatest honesty
and faankness throughout his speech
