One of these lutler complaints as to the closing up of a road in Union Town ship, leading into the Binnnker's Bridge Road, is appended hereto as a pari ol this Report; and we present to the Court the name of R. V. Alc Miehne] for indictment for obstruct ing lbe said road; and report the names of Dr. A. S. Sal ley, Donald SttiUy, Nathaniel Sal Icy, Joint R iv/e, Allen Gray, and J M. Felder, as witnesses to prove the charge. The Hoi man's Bridge, has no foot, way over the causeway, and tho wntei is knee-deep at ordinary times. One of o.;r County Commissioners; informed us that, a contractor said be would do th; work for Lexington County at the. rate of ten dollars per thousand ?'ojt for the lumber used, but would want twecty dol'ars from this County, because the pay was very uncertain. A sad commentary this, upon our Rnaucies! The OillUgeburg road, leading from the "0(5" Road to Davis Bridge, has been, and is now, obstructed by one Thomas Cart mi II, who has erected two gates across the same, ami plows and plants up the road, leaving scarcely eight feet open for travel. Mr. N. N. Hay den, Chairman of the Hoard of County Commissioners, in forms us, that he gave Mr. CariniiII permission to do as above stated. We present Mr. Cnrtmill for the said offence, and ask that, a ru e issue against N. N. llayden, to show cause why he should not he puni.-hed, ami by what authority he could thus plant indulgences to persons to ob struct the public roads, to the great inconvenience and wrong of the pub lie. Wc furnish the names of Walter C. Juniper, Melton A. Pasee, R. A I Poll, and M. I . Glcaton, as witnesses ill this matter. The road leading from Burnwell to Columbia, in the part next, to New Bridge is almost Impassable and is very dangerous and unfit for travel. This from the bad work and want of work; the woi k that bus been done, being in its present condition a de | filled injury lather than any benefit. Wo present the County Com missioners for neglect of duty in all these in liters; and urge upon the Court that they be held o a strict ac countability for these gri ? vaucos, which conic so numerously to us, from the people. The excuse is, as wc are informed, the want ol funds. W e have done our duly in reputing these matters to the Court. A vigor ous investigation will discover the true cause of all this trouble; and then the remedy can be applic I. The Poor House, is a disgrace to our civilization. It is too small, oven for the fortunately few occu pants; scarcely furnished at all; and the inmates nearly naked. Tbeso things should bo remedied, at all hazards, in some way. We find from Report in Com'rs office that theavor j age number of paupers in the Poor I House for the past year wa3 eight; and of paupers audited outside twenty eight The total cost for suppc-rtiug them for the year is 81,083 09; de voted ns follows, for support of those iti the I'oor House 8785 59; for those ouUidfj $298 16 Average cast of supporting each pauper inside the Poor House SI S8; and those outside 20 cents per week. The County Commissioners office we found in some apparent confusion owing, as was stated to us, to the fact that there has been n rccmt change in the incumbent of Clerk to the Board. We find no minutes of meet ings of the Board recorded since June 3d of this year, although informed by Mr. Connor that the Board had met frequently: yiiice that time. Wj could not properly examiue this office on account of th t c >nfusion in which its papers ore kept. Mr. Con ner and the new Clerk of the Board looked in vain or papers called for. We lilist that these $p*da of reb?ke from us will have a salutary effjct. The County finances we find to lie in a dreadful condition. The buck indebtedness is estimated at about 820,000, and there will he only about 81500 collected from iuco niu.; taxes to pay tiff this heavy debt. The credit ol the County is at ziro. O.io of the County Commissioners inform ed us that nobody would work or furnish materials to the County, not knowing when pay day would come. Neighboring counties arc in a better condition, and we cannot sje why our finances can't by proper arrange nmt and uiaimgoojoot be put on -i credit able basis. Is our system of estimate for current expenses defective; or does the fault lay in the assessment or collection of taxes? Surely itcaunot he the latter. It is our duty to point nut the evil; wc regret that we canuot see the cause or suggest the remedy. The .School Commissioner's office, we found fairly kept, though we notic ed specimens of spelling posted on the School Commissioner's door, and iu his books, which do not reflect credit upon those having the charge of the educational interests of our children. And in this department again the funds seem to be inadequate or badly managed. The schools could only bo kept open the present year until the end of January. These things should be remedied. The advance of the age, in its con trast, rebukes these defects iu our system of education, aud calls for Reform, in this important department of our public officers. The .Jail, we fouud well kept and dean, several locks are needed and should be at once supplied. We re port the recent escape of a prisoner, probably from this want. The office of the Clerk of thh Court, needs better arrangement and fumlurc of pigeon holes, and shelves for preserving the valuable records und books there deposited. This want has been spoken* of by the present and other Grand Juries, until it has be come a regular part of these Reports. Wc earnestly ask the Court to tuke steps to have tho want supplied before the next term of this Court. The plastering of this Hall is in a manifestly dangerous condition Be twteil each term of the Court large quantities of it-fall, and the debris is thrown out of tho windows. It might be guilty of the ' high c nteinpt" of falling during term. Tuis complamt has become also a standing feature of these Reports. Wc now ask your Honor to make such, order as will pre ' vent a very serious accident, by which 8 me life may be lost If it be the fault of the contractor, builder, or archcitocl, ho or they should bj hold responsible. It should be attended to at onco. Suitable and convenient1 desks and seats for the lawyers should be at once provided A id we would call the attention of tho Court to tho condition of the beautiful shade trees that surround this Court House. They aro objects of pride, to every citizen of the County, and they should be spared and protected and preserved from the constaut mutilutio ? they are undergoing. It is a shame to the ofliaers having tliis matter in charge, that they should witness this aim >st sacrilegious destruction of the beauti ful and grand old trees. We ask the Court that' a rule be at onco issued, directed to the County Commission ers, requiring them to sho v cam's, if any they can, why they have thin neglected their duty. In conclusion we congratulate our community upon the manifest diminu tion of crime. The grand jury of Pairfield C.iu'i ty, in its report to the Circuit C >urt, has this to say about the preseut sys tem of trial by jury: "We honestly believe that a new law is now needed. Under the present system one villain upon a jury is equal to eleven honest men, nnd may iu all cases, even of the most flagrant nature, defeat the ends of justice and run the country to end less expense by making mistrials from term to term. If sixteen jurors were drawn, with twelve to agree, the difficulty might be remedied, and without some change we fear that trial by jury, as at present piu;ticj 1, although the boasted bulwark of civilization, will be brought into ridi cule." _____^ ? The Garden Spot. The Newberry 'Herald" says: "If the South should ever reach the point where she can Loltl her cot ton and tfrmaritl a fair price for it she will then be the garden spot of the world. O .r farmers should direct their energies to this object.
