The Boetou ?'Herald," ou the auth
ority of what it calls interested wit
nesses, says that the State of South
Carolina is as certain to go Republi
can in the nest election as Massa
chusetts or Iowa. If this bo true,
the Republican party is in a deplor
able condition, for it will assuredly
lose all thrco of the States. South
Carolina 5b today n Democratic
State, and will as certainly be tho
same way next time as Delaware or
Georgia. The "Ilciald" also has dis
covered that an arrangement has been
entered into by which the vote of th e
State is to be given to the Republi
cans for President, and they ate to
have three Congressmen, while the
Democrats will get the State officers
und two Congressmen. The figures
of the "Herald" arc a little incorrect,
as the arrangement, if there is any at
all, is something as follows: The
Democrats will have seven electoral
votes for President, five Congressmen,
all the State offi< crs,nine-tenths of
the Legislature, eight Solicitors, and
nine-tenths of the County officers.
The Republicans are to have tho bal

We are tatisficd that Hampton's
expressions of gratitude to Mr Hayes
for removing tho troops from the
State House in South Carolina, are
not entertained by the people of the
State for two reasons : First, because
we believe air. Hayes promised to re
move them in order to p: event South
ern Congressmen from filibustering,
and thereby defeating his inaugura
tion as President. He waJ, therefore,
but fulfilling a contract for which he
had already b< en more than paid. In
?the second place, we do not thank
him, because he was compelled to re
move them in order to get the Demo
cratic House of Representatives to
make the necessary approp nations to
support the army. We are, therefore,
under obligations to the Democratic
House of Representatives, and not to
the Republican President, for our
deliverance. We think it is a mis
take to deceive the country by hold
ing up Mr. Hayes for commendation
for doing what the Democracy had
to fc ree him to do in this respect.?
