The: National Outlook
Never before has tho real and
fundamental difference between tho
Democratic and Republican pat y
been made more apparent than in the
rcceut debates in Congress. The
latter ia the party of centralism, tak
ing every opportunity to interfere
v.ith and diminishtho rights of tho
States, and increase the power of the
general government. The former is
the party of the constitution, eudcav
oring to keep the general govern
ment within tho limits prescribed for
it by tlie wisdom of our forcfath s,
nud to prevent interference with the
rights of the States. The Republi
can party would wipe out from the
mop of this country every boundary
line between the States, and mako the
whole one consolidated nation. The
Democrats would keep up these lines
between the States with care and dis
tinctness, causing the governraont of
each, as well as that of the general
government, to revolve iu.itu own pro
per orhit, and not to encroach in any
way upon each other.
The Democratic idea is the true
spirit of the Constitution, but tho
Republican party docB not wish to
be hampered by any such instrument.
If this only iesuo between the pur
tics was clearly understood by the
irnisies, and not overshadowed by
others which the Blaincs and Chand
lers find it necessary to continually
spring in order to blind the country,
the final decision, in the light of Llie
history of tho country for the past
ten years, would scarcely be doubtful.
This Republican idea of centralism
Ijbi almost extinguished frve govern
ment, and filled our laud with cor
ruption.
The Belknap*, the Credit M?bilicr
and a host of other corruptions are
fresh in our memory with their de
moralizing tendencies, nud in '76 the
culmination was reached by the mak
ing of a President through fraud and
bayonets. Whether as a people wo
Will ever recover from the effects of
this monstrous crime is a serious qu es
tion. Free government seems to be
coming to an end. The result of an
election does not depend upon tho
votes of the people, but upon tho
counting of the returning boards. In
this way Grant, by the aid of tho
troops,stole the votes of Florida and
Louisiana in '70 for the Republicans;
and the scheme succeeded so well that
Hayes is determined to veto eveiy
attempt of the Democrats to prevent
the use of the troops in elections, in
order that he may repeat the game in
1880.
This is the grand plan of the Re
publicans, and in their efforts in Con
gress to consummate it. they have
brought out in bold relief the true
issue between the parties, the. bayonet
or the. ballot, centra-isui or free govern
ment.
To cover up the real issue, which
they see to be dangerous to their
interests, HJniue and tho other party
leaders with the adroitness of politi
cians are raising other issues, chief
among which is sectionalism, by
which they hope to inflame the minds
of the Northern masses against the
South.
Such arc the tnetics which are now
being played upon the political chess
board. The real issues are sought to
be concealed. We have artful and
unscrupulous players to contend
against, but, if the Democru s can be
saved from nny more blunders, the
prospect of sue ess ia not gloomy.
What we lack is good leadership
in Congress, but we are not despond
ent, for the justness of our cuuso will
of itself outweigh many blumlers. It
is well said, "thrice armed is he who
hath his quarrel just."
A Wolfe inSUeep's Clothing.
For many month*] back Northern
papers have been copying, with no
little glee, extract* from u so-called
red-hot Pcruocratic paper published
in AffcwuBjppt, cailod tho " Okatona
States," Mid edited by one W. H.
Kernen, with the view of furnishing
capital for the Republican campaign
by scattering throughout tho North
the rash and injudicious oxtracts.
At last, however, tho voil has bo en
lifted, and it turns out that the so
calicd Democrat is a wolfe in iheep's
clothing, being tho hireling of tho
Ohio Republican State Committeo,
and paid out of this Radical fuad to
edit a Democratic paper, and get up
violint sentiments, for tho spocial
purpose of being copied at tho North
and used against the South. The
fraud was discovered through nn
intercepted letter from tho editor to
hip Radical masters in which tho
secret was indirectly exposed. No
doubt the unsophisticated people of
Okalona and neighborhood wore
curried away with their boasted
Democratic paper, and subscribing
with alacrity to its support little
dreaming that it* editor teat paid by
Republican*, It is thus that the con
fiding people of tho booth aro im
posed upon. Facts and warnings
seem to teach no lesson.
When such schemes have to be
resorted to, however, by the Republi
cans, it is a cheering indication that it
is getting to bo hard work to raise
wind enough to wavo the bloody
shirt.
The exposure of the fraud has been
timely, and we hope will put our
people on the alert.

Executive Committee, a County Convention
of the Democratic Party of Orangebnrg
County, is hereby called, to meet at
Orangebarg Court House on Saturday the
21 at day of June A. D. 1879, at 11 o'clock
/.. M., for tho purpose of nominating a
snitable ner?on to be suggested to the
Governor of the State for appointment to
till the oftice of Probate Jndgc of Orange
burg County, from and after the expiration
of the term of office of Charles B. Glover
Esq , until the next General Election as is
provided by law; and also for the further
pur pone of nominating a suitable person to
be in like-manner suggested for appoint
ment as aforesaid to till the oflicc of County
Commissioner of said County, from and
uftci the expiration of office of Norton N '
Haydcn Esq., until the next General Elec
tion, aforesaid; and to do and transact such
business as may properly be brought before
such Convention A. D. 1879.
Presidents of Clubs, arc re<piei<ted to call
their Clubs to meet on or before the 1-lib
day of June 1879, for ?he purp! ^6f elect
ing Delegates to tho said Convention; and
will report to the Secretary of the Execu
tive Committee, immediately after their
?election, the names of Delegates and
Alternated elected from their respective
Clubs.
The bads of representation in said Con
vention will be one Delegate for every
twonty-tive enrolled members; fraction* of
twenty-five will not be entitled to repre
sentation.
It is the desire of the County Chairman
that at the meeting of the Clubs cailod to
elect Delegates, there should be a full at*
tendmce; and also that Delegates elected
