Hie SnHth'Tn Guardian, that faithful old
ecntiuel. which so long stood ujion the wntch-
tower of Southern Rights takes up the speech
of Got. Stott recently made in Congress,
and gives it a full showing up. The contrast
between Gov. Scott and Gen. Gbant, tells
heavily against the former. We are not
surprised at bis feeling insecure in South
Carolina, for he must be painfully conscious
that be luts deeply wronged a people who,
once prosperous and happy, but who have
been conquered by brute force, and are now
languishing beneath oppression’s heel.
We giye below, the article referred to:
Cov. Scott vs. Gkn Grant
“The remarks attributed to Got. Scott,
a* gtTcn in our issue of yesterday, are to be
invested with some importance—not so much
bec .nac of the man,*ns because of the office
he holds. We regard bis reference to South
Carolina as offensive and uncalled for. At
the same time, his remarks, conceived in the
spirit of the braggart, and singularly inap
propriatc in one claiming to be the chief ma
gistrate of the peoplo of South Carolina, may
be regarded as characteristic. Gov. Scott
refers to the campaign of 1868. The history
of that campaign, so far as he is concerned,
and as respects hi* dealings with prominent
gentlemen in this State, has not yet been
given, and when it doe* sco the light, it will
reveal the present valiant Governor in other
sad truer colors than those in which be pre
sents himself before an audience in the far
off city of Washington. Now he puts on the
lion’s skin, and roars like a lign. lias he
forgotten the time when, affected by unne
cessary alarms, he was as gentle as a lamb ?
But it is the rule for timid natures, when
imaginary dangers are no longer felt, to affect
a valorous role and to se«k to excuse their
baseless alarms. Gov. Scott speaks of the
“Southern Confederacy,” and talks of the
“rebel element”—thus pandering to the feel
ing* which good men, both North and South
are seeking to allay, and thus to have a
Union restored indeed. Let us say to Gov.
Scott that the “Southern Confederacy” need
not occur to him to disturb his nerves. The
men who sustained that cause surrendered
at the order of Lee, Johnson, Taylor, and
Kitby Smith, and like honorable and brave
soldiers, are mindful of their new obligations.

: ment.” We know of no such element, in
he sense lit which he uses the term. But
here is a reM&cmc nt in South Carolina,
f- » ■ the Bou?^. and in the North sod in
the W si, also. We mean the element dis-
•' posed to rebel against official dishonesty,
bribery, thieving extravagance, and political
maeality in general. Wo mean the element
*W opposes wickedness in high places as
m«U as low places. We mean the element
that demand* economy, retrenchment and re
form in public aflairs. We mean the ele
ment that insists upon it that the few shall
not fatten whilst the many grow poor. We
mean the element that opposes the political
vampyres that all through the South are draw
ing the blood from prostrate States and impov
erished communities. If this is rebehon,
then there is • u rtbd element” at the South,
and long may it wave. But we differ from
Got. Scott, and the “element” referred to
difers from Gov. Scott in this: lie prefers
“the Winchester rifle”—we, albeit not un
used to that 'weapon, prefer the peaceful
’ remedy of the ballot, and with the ballot tee
hope to make our rebelion against corrupt
government good. But enough on this point.
Let us now contrast (he spirit of Soott
with Grant—“the man of war” with “the
man of peace.” General Grant, with a mag
nanimity that does him honor and which is
suggestive of the terms accorded by him at
Donelson, Vicksburg and Appomatox, is
looking anxiously forward to the time when
ho can propose a measure of general amnesty,
and from his chair at Washington hold out
the olive branch to an harrassod people.—
Gov. Scott, in a different spirit, proposes to
keep old wounds open, and, spurning the
banner of peace and good will, holds aloft
the “Winchester rifle” as the symbol of go
vernment in the South. “I tell yon,” says
Govyuor Scott, “that the Winchester rifle is
the best law.” Thus stands Grant, and
thua stands Scott. Judge ye between them.
In the coming election we desire all cni
tens entitled to vote to cast their ballot We
desire to coerce no man—to intimidate no
one, We want fair play. We want equal
and exact justice. But, judging from Gov.
Scott’s warlike, utterances, we have been led
to suppose that he imagines that he can ef
fect something by intimidation. It looks
like be was disposed to imitate some of
those rulers who rest their power upon the
bayonet and the rifle. Let us aay to him
that if this he so, he is reckoning without
his host. Those who intend to vote against
the present rule in South Carolina will do so.
They will abide the laws of the laud—they
will adhere with calmness and discretion to

line” of his affections mu t have been an ex
ceedingly safe place, or else “Hi» Excellen
cy” is as easily soared as Congressman Hoge.

Friday Nixon, who was tried and con
victed at the November term for the murder
of Dick Richards, on the night of the 24th
September last, on Ashley River, and sen
tenced to be executed in Charleston on Fri
day last, was granted a respite of twenty-
eight days, by D. T. Coruin, acting Gover
nor, in the absence of Gov. Scott, who has
gone North to negotiate for “Winchester
rifle*.”

He is sorry he sold the cadetship. Of
course he is, because that deed of darkness
came to light, and caused him to lose a fat
office. His teal for school houses, he thinks
ought to cover a multitude of sins. He
is fully up with the Jesuits—a very popular
sect just now—in making the end sanctify
the means. According to hia phyloeophy—
if the diabolical culprit, Paul Brown, after
knocking Mr. Dickson down, had found a
thousand dollars iii his pocket, and appropri
ated it to building school houses, instead of
being sentenced to the galiows, he might
have occupied a lofty niche in the temple of
fame, and become a luminary for the admira
tion of the Utter day saints of the “higher
law” order without whoso influence, religion,
morals, politics, literature Ac., would be “no
where.” He says his resignation was “hasty”
—certainly, it was—hasty enough to dodge
expulsion. A few “hot spurs” did the mis
chief, but strangely enough, the vote was
unanimous against him.
He boasts of having edited the first loyal pa
per here after the war, which served to enligh
ten the darkness of this region, to promote har
mony, and hasten reconstruction. Great
blessing these, for which he ought to be re
membered and sent back to Congress! Welh
—let him go—he will be less obnoxious there,
than here, and be with “hale fellows well
met,” who are waiting to give him a hearty
welcome. Perhaps his compeers there will
satisfy him that he was victimised for specu
lating on a scale so pitiful as a $2000 cadet
ship, and learn him to operate on a scale of
grandeur corresponding with the dignity and
elevation of the grand Sanhedrim at Wash,
iugton. If it must be so—be it so. *
