••There arc no greater legal complications
than those which grow out of the relation of
landlord and Tenant. The mutual rights,
duties and liabilities of the parties, and the

To avoid tuoh dMHudKIes *r te ansero a safe

vi„e our readers to maiett an invariable rule
to enter into writtawoufrads before witnesses
specifying clearly the terms of the contract.
Wherever this is doM. ^jtber the landlord,
tenant or laborer, etitt have an cssy remedy
for violations of the contract, under the pro
visions of an Act to protect laborers and
persons working under eonlraut on sbares of
crops. The 4th section of that Act makes its
criminal offence i» cither pnrty to the contract
to violate its provioions, by fraudulently dis-
posiog’of or removing the crop before division
or by refusing to perform the labor or fulfil
the conditions of the contract, and punishes
the offender by fine or imprisonment on con

thinks he is acting fairly, having forgotten
or misunderstood the terms of the original

Mr. Editor :—What about the Factory ?
It is known in the country that the Compa
ny is organized but we do not see notice of
it in the papers. Let the gentlemen who
are authorized, keep a notice in the papers
all the time so that our thrifty farmers who
have a surplus capital on baud may see for
themselves where to invest it to advantage.
I say to advantage because I know of no the justice of suffering alone, while the lead-

editorially : “The first testimony iu the draw

the principal conspirators. These frauds
have been going on for five or six years, and
the parties in the work must have, robbed
the Treasury of a vast amount of money.
Samuel T. Bratchford was the leading spirit
his assistants being R. B. Ealdwell & Co.,
customhouse brokers; Romcyn, Mulligan &
Fr .neis, and Howard, a clerk in the Reve
nue at Washington. The most important
witness thus far is a clerk named Korne, who
was familiar with all the transactions, and
was an interested party to some extent. He
was arrested last January, but not liking

other investment that with good management
would give such a large percentage profit.
Moreover a factory would be of advantage
as a market for raw cotton. In substantia
tion of this I quote from the Augusta Geor
gia Chronical aud Sentinel which says :
“There are twelve Cottou Mills in the re
gion which drew their supplies from this
market.They aggregate 70.000 spindles and
16.000 Looms, demanding a minimum aver
age for daily supplies of more than 90 hides
of rate cotton. All these Mills arc prosper
ous and prospering. The Augusta Factory-
pays its stock-holders regular quarterly di
vidends of 5 per cent, or 20 percent per an
num.
The established dividend of the Granltc-
ville Factory is 8 per cent : all profits oucr
and above this sum arc held as a reserve
thud andjs t apart as a banking capital, made
necessary by the existed limited National
Bank Capital which has been wisely and
profitably pursued.
We derive this evidence of the prosperity
of these Mills from their regular reports.”

Cotton.
Wc have received the “Monthly Report
of the Department of Agriculture for Octo
ber,” and extract the follfcwujg summary of
its observations on the cotton crop of the
year:
The area of cotton cultivation w [ > s increas
ed last spring fully sixteen per cent. More
than a million ot Seres were added to the cul
tivated area. Fertilizers were liberally used
in the Atlantic States, and improved imple
ments were to some extent employed. These
facts were taken as sure evidence of a large
crop. As the season progressed, serious
drawbacks appeared. It cannot be denied
that the loss by drought has been severe in
the Carolina? and (ksorgia, greatly feduccing
the yield otril! upland soils of medinmTfopth
and fjHaiity, causing thq blooms andojonng

Detailed and complete estimates of the
aggregate yield have not yet been ■•!.
There is no reason to believe, ironi an ex
amination of the October report, that the
preliminary and conditional estimate here
tofore made of 2, 750,000 bales—the only
one made this season—newspaper reports to
the contrary notwithstanding—can be ex
ceeded. In the next report will be given a
can we do (What do we now?) when the I detailed summ«ry of the yield, after final rc
gone. Not so. He is determined the world
shall hear from him; and in default of any
real grievance, he is quite equal to the task
of inventing one. His latest blast is against
the Administration for not protecting his
darling negro. It is not easy to tell exactly
what Wendell wants, but if we are to draw
any inference from this last phillippic, it
would seem that our philanthropist will not
be satisfied with anything short of having the
head of every “rebel” or “cx-rebcl” cut off,
aud the negro enthroned supreme in the
White Houoo.
And why all this ? “Because,” says Wen
dell Phillips; “the Ku-ktux lately shot all
the leading hands on the plantations in five
counties in South Carolina, and so frighten
ed all the rest from voting.”
It is somewhat singular that wc did not
hear anything of this remarkable massacre at
the time of its occurrence. We are almost
tempted to believe that the whole story had
its origin in the fertile and negromaniae fan
cy of Mr. Phillips.
Wendell Phillips and Parker Pillsbnry
are thorns in the flesh to the Radical politi
cians; and no wonder, these two fanatics arc
so very imprudent, and so thoroughly ira-
prsetical.”
The Steamer Stonewall, was burned on the
Mississippi, forty-five miles above Cairo, and
over 200 lives were lost. The fire is said to
have originated from a candle by which the
Deck passengers were playing cards near
some hay.

been detailed to this special duty, and are
