We had a killiug frost on the night of the
28th ult. Ice was abundant. Wc fear that
the cotton crop has been materially injured
as in places not infected with rust, the bolls
have opened very slowly.

of seven acres, and a cotton field of four acres
srere picked out v clenn in a single night.
This is the result of Radical teaching. This
ia the plan of the Radical party—robbery,
pillage and murder.
Recoining Common.
The use of the knife is becoming quite
common among our young freedmen. The
amusement of cutting has been indulged in
thriee in our community, during the past
week. On one occasion, an aspiring youth
of about eight winters, attempted the diffi
cult task of cutting a little girl's throat sci
entifically. The throat was cut: the work
wa* roughly done and came very near prov
ing fatal. In thcsecoud instance, two young
bloods of color, engaged in alight—one of
them was cut in various places, and is con
sidered dangerously hurt. In the third case
older ones were engaged, one of whom was
carved considerably. Such are the results
of freedom.

A Metfeting of Boards of County Coininissts-
sioncra of Sumter and Darlington Counties,
was held at Carter s Bridge to-day, according to
a previous appointment, lor the purpose of devis
ing means for repairing and rebuilding the Bridg
es upon Lyncbe’s Creek.
The meeting being called to order, Commis
sioner Wright, of Darlington Board of County
Commissioners, was requested to take the chair
and preside—and Mr. C. M. Hurst, Clerk of Sum
ter Board of County Commissioners, to act as
Clerk of the meeting.
The object of the meeting was then concisely
stated by the chairman, and the members of both
Boards of County Commissioners being present,
took part in the discussion which ensued.
It was finally agreed, that but three of the
said Bridges should now receive the attention of
the Commissioners, viz ; Du Bose’s Bridge, to be
thoroughly repaired—and Carter’s and Durant’s
Bridges to be built entirety new. Sealed pro
posals for the work to be received by Chairman
of either Board of County Commissioners, until
10th October, 1869.
The 14th of October, 1869. was appointed for
another meeting of the Board of Commissioners,
at Carter’s Bridge, to examine bids and ghe out
contract*.
The following “General Specifications” were
adopted, and the attention of Contractors invited
thereto :
The Clerk was directed to publish the above
synopsis of proceedings, and to advertise notice
and specifications as adopted, in the Sumter and
Darlington newspapers, till 10th October, 1809.
Persons who desire to contract for the build
ing of Bridges across Lynch’s Creek, are hereby
notified that, proposals for the said work should
be made in accordance with the following re
quirements and specifications, viz :
IhiBOSE'S BUlDtJE—-5 new Plank and
one new Arch.
CARTER'S BRIDGE—lo be built entirely
new. Length 180 feet. Number of Arches 1G
from Butment to Butment.
DURANT'S BRIDGE—to bo built entirely
new, f.ength 360 feet. Number of arcbes 28
from Butment to Butment.
