DETAILED IN THE SOUTH
To Bettor Prepare The Troop* For Im
mediate Action —The Preeident
Said to Favor Cuba.

Lieuteuatit Srooak, of the
United States Army, wat in the
city yesterday and participated
actively in the inspection of the
Governor's Guards and the
Biohland Rifle company. After
the inspection he was heard to
say to members of the com
panies that in case of war they
would acquit themselves with
honor and distinction.
Now the current rumor is
that Lieutenant Smoak was de
tailed bj either the Florida or
United States authorities to
come to South Carolina and as
certain, if possible, what num
ber of able men this State Cuuld
furnish in case of war with
Spain, resulting from the policy
adopted by the United States
regarding the revolution in pro
gress on the far tropical island,
it is peraumed that South Car
olina, Georgia and Florida
troops will be called upon to
engage in service first, in the
•tent of Spanish officials at*
tempting to land troops in Flor
ida. it is queer, so many seem
to think that, the United States
government, and the Southern
States particularly, are so ac
tively engaged in* drilling the
troops of the various States in
tbfe sectson of the country
Amy officers have been detail
ed to instruct the troops in
South Carolina, Florida and
Alabama, while in Georgia
such an officer has been station-!
ed for some time in the same
capacity.
Politicians say that President
Cleveland has a card hidden
that he proposes to play at the
last moment, and tnat card
bears recognition of the bel
ligerency of the Cuban insur
gents. This will inevitably
bring on war between Spain
and the United States, for Span
iards pride themselves on blood
that bears all evidence of brav
ery and a willingness to fight
when the occasion demands
such action.
The president will play his
card as a last resort in securing
the popular vote in case of bis
being nominated by the Demo
cratic convention that has this
matter in hand, and->3 this
time of peace he is prepi
for war and army officers are
now in the South to better pre
pare the troops for immediat
action.
The rumor is being discussed
on all sides in Columbia. Lieu
tenant Smoak has gone to
Washington, and from that
city will go direct to Georgia,
presumably on the same mis
sion.

condition of the people of this
counity is given by the reports
of the savings banks. We find
the following returns of depos
its, proportion of savings bank

This seems to indicate a steady
increase of the saving class
among the people and a steady
increase of wealth among them.
It looks as if the sound money
system is a big thing for what
are called the “poorer classes.”
