Death of Dr. J. O. Byrd

Timmonbvillr, Octobflr 13.—
Dr. J. 0. Byrd, Senator of Flor
ence County, and a member of
the Constitutional Convention,
died suddenly at his home at 6
o’clock this evening. He had
been slightly unwell for a day
or two, but it was not thought
that anything serious was the
matter. He went out in his
yard this afternoon and fell in
what was thought to be a faint.
In spite of every effort made to
resuscitate him it was impos
sible. Death must have been
instantaneous.
Dr. J. 0. Byrd, of the Flor
ence delegation, was a piactic-
ing physician. He was born at
Timmonsville February 4, 1856,
and received a common school
education at that place. He be
gan the study and practice of
medicine very early in life. Dr.
Byrd’s entry into politics was
in 1886, when he w'as elected as
amember of the House of R jp
resentatives from Darlington
County. He was re elected in
1888. After the creation of
Florence County he continued
as its representative. He de
clined to run in 181*0, but was
brought out in 1893 and elected
to the House for the third time.
In 1894 his friends ran him for
Senator and he was elected by
a handsome majority. His
political career has been one of
marked success, having never
been defeated for any office that
he has ever aspired to. He has
also served his town as a war
den and in tend ant for'a number
of years, having been elected
three times in succession as in-
tendant. Dr. Byrd is and al
ways has been a true and stanch
Reformer. He is now engaged
in the practice of medicine and
farming. His studies in medi
cine were begun in Charleston
and he afterwards went to the
College of Physicians and Sur
geons in Baltimore, from which
institution he graduated in 1874,
taking a very high stand in a
large class. His father, Dr. J.
E. Byrd, at one time represent
ed Darlington County in the
General Assembly. Dr. Byrd’s
family comes from Virginia,
where William and John Byrd,
his ancestors, were well-known
patriots.

Rule I. That any jierson, who. in
any manner, hinders or ob*tructs the
Health Officer of this Hoard, or any
inemlicr of this Board, or any author

thing, which, in the opinion of the
Board of Healtii, is likely to endan
ger the public health, after having
been directed to do so by the Healtii
Officer, or any member of said Board
of Health, shall be punshed by a tine
of not less than Fifteen Dollars or by
imprisonment not exceeding thirty
days for every such offense; and in
such event of said refusal and neglect
it shall be the duty of the Health Of
ficer to have removed or abated such
nuisance; and all expenses incurred
by reason of such removal or abate
ment shall be recovered, as is legally
provided for, from the tenant orown
er of the property on whicD said nui
sance is found.
Rule III- That any person wlio al
lows a dead animal to remain on any
p-emises within the corporate limits

or by him or her controlled, fora long
er period than twenty four hours,

Rule IV. That on and after Dec. 81,

Ten Dollars, or by imprisonment not

age and race of deceased; said report
to be delivered, either verbally or in
writing, within two days after such
death or deaths.
Section 4 Any physician, mid-wife
or undertaker failing to comply with
the requirements of this Rule will be
fined uot less than Five Dollars or
more than Fifty Dollars at the dis
cretion of said Board.
Rule VI. That it shall he the duty
of the Health Officer of this Board to
visit and personally inspect all prem
ises within the corporate limits of the
Town: and any premises found to be
in an unhealthy or unsanitary condi
tion, the owner or tenant thereof will
be punished by a fine of from One
Dollar to Fifty Dollars, or imprison
ment not exceeding thirty days, or
both, at the discretion of said Board.
RuleVII. That my person who ob
structs in any way the drains, water
courses or ditches of the Town, or
who throws paper, rags, trash, gar
bage or any other refuse matter in
the streets, or on the Public Square,
or on or about either of the banks of
Swift Creek, or who orders it thrown
in any of sneh places, shall he punish,
ed by a fine of not less than One Dol
lar or more th j.n Ten Dollars, or by
imprisonment lor not less than thirty
days, or both, in the discretion of said
Board.
